About this file

This document is a Request for Information (RFI) from the Department of the Army's Portfolio Acquisition Executive (PAE) Fires seeking industry capabilities for developing a Common Autonomous MultiDomain Launcher (CAML) Munitions Pallet. The RFI seeks U.S. companies with missile development experience to design, build, test, and deliver a munitions pallet within 12 months of contract award, with a planned live-fire field demonstration between 3QFY26 and 4QFY26. Key requirements include a pallet weighing 60,000 lbs or less, capable of electrical erection/un-erection, missile angle positioning, command and control launch missions, and environmental conditioning.

Interested companies must submit an eight-page capability statement by December 15, 2025, at noon central time to specified Army contacts. The RFI encourages non-traditional participants and commercial/near-commercial solutions. An industry day is planned for January 21-22, 2026, to identify potential partners and communicate the Army's objectives. Respondents should detail their company capabilities, production capacity, missile development experience, and optional field demonstration solutions. The Army may use Contractor Support Personnel to assess responses, and submissions indicate agreement with this assessment approach.

MEMORANDUM FOR INDUSTRY

SUBJECT: The Portfolio Acquisition Executive (PAE) Fires Common Autonomous Multi- Domain Launcher (CAML) Product Office Request for Information (RFI) – CAML Munitions Pallet

THIS IS AN RFI NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP).

NO SOLICITATION IS AVAILABLE AT THIS TIME.

The PAE Fires CAML Product Office seeks information on potential sources that could provide the necessary technical skills, facilities, tooling, and personnel to develop and produce a munitions pallet for CAML.

Interested parties are asked to submit a capability statement to showcase their relevant experience and capabilities and help the Government shape future phases of the CAML acquisition strategy.

This RFI also asks industry to provide information regarding their ability to demonstrate a solution that satisfies the objectives presented herein at a live-fire field demonstration starting no earlier than 3QFY26 and no later than 4QFY26. The field demonstration will allow the Army to assess the maturity and capabilities of industry solutions. At a minimum, the field demonstration will demonstrate simulated firing. Commercial solutions and/or near commercial solutions, which may fully or partially meet this RFI, are encouraged. Parties may still submit a capability statement without supporting the field demonstration.

All submitting parties are requested to participate in an industry day for CAML, to be held in-person in January 2026 (tentatively planned for 21-22 JAN 2026, subject to change). The purpose of this industry day is to identify industry partners and capabilities to develop CAML, or components of CAML, and to communicate with industry the Army’s overarching intent for the CAML effort. More information regarding the upcoming industry day will be provided to interested parties.

1. Overview

a. CAML is an autonomous/optionally crewed, highly mobile, air-transportable, multi-domain (offensive and defensive) fires launcher with the potential to augment or replace existing Army launchers. The CAML system features an autonomous mobility platform sub-system, with which the munitions pallet developed under this initiative must be compatible and securely attached.

b. The scope of this effort is to design, build, test and deliver: a CAML munitions pallet within 12 months from contract award. Palletized munitions solutions are not required to utilize a specific Army missile. Non-traditional solutions are highly encouraged.

c. Development of an autonomous mobility platform is not requested under this effort.

2. Desired Capabilities

a. Munitions and on-launcher electronics will be pallet mounted and not interfere with autonomous loading/unloading of the pallet onto the back of an autonomous mobility platform (load/reload architecture and autonomous mobility platform developed under a separate effort).

b. Pallet will weigh less than or be equal to 60,000 lbs.

c. Capable of being erected and un-erected on command, electrically.

d. Palletized missiles must be capable of being erected to the munition firing angle on command.

e. Capable of executing command and control (C2) launch missions via external interfaces.

f. Capable of accepting power from an integrated mobile power system (developed under a separate effort) as the primary means of power to the munitions and on-launcher electronics.

g. Pallets must include any required environmental conditioning.

3. Response Guidelines

a. Request interested parties respond to this RFI with a capability statement that describes the contractor’s ability to meet the requirements described in Paragraph 1 above. Submissions cannot exceed eight (8) pages, single-spaced, 12-point Arial or Times New Roman font with at least one-inch margins on 8 1/2” X 11” page size. A fold-out page counts as one page. Tables, drawings and header/footer information shall be 10-point Arial font or larger.

b. Complete and partial capabilities will be accepted.

c. The Government anticipates the receipt of UNCLASSIFIED capability statements in response to this RFI; however, if the offeror believes classified data is necessary to present a contractor's past performance and/or approach, then a written request must be presented to the Agreements Officer (AO) within 5 calendar days of receipt of this RFI. If approved by the AO, then a separate written classified annex may be included in the capability statement. This annex may not exceed the classification of collateral SECRET and must be delivered in accordance with the 32 CFR Part 2117, National Industrial Security Program Operating Manual (NISPOM). Capability statements shall not contain any information above SECRET or contain any restrictive markings (e.g., special access program (SAP), NATO, CNWDI, WNTEL, etc.). The CONFIDENTIAL marking is reserved as a security marking in accordance with AR 380-5 and the NISPOM and shall not be used as a marking for company proprietary information. The Government review team reserves the right to request further clarification to enhance our understanding of the respondent's submittal.

d. Interested sources responding to this RFI must be U.S. companies that have demonstrated experience in missile development. Additionally, vendors should possess robust engineering, production, and quality assurance processes.

e. Non-traditional participation is encouraged at both the prime and subcontractor level.

f. Information from submitted capability statements will be taken into consideration for any future solicitation efforts.

g. At a minimum, responses to this RFI must address the following:

(1) Company Capability

• Briefly describe the capabilities of your company and the nature of the goods and/or services you provide. Include a description of your relevant products and technology related to CAML, as well as your processes and facilities that would support an effort of this scope.
