About this file
This is a Request for Proposal (RFP) issued by the Hastings Area School System in Michigan for a Video Surveillance Camera Upgrade Project. The District seeks qualified Avigilon Certified Integrators to replace approximately 60 legacy, end-of-life security cameras across District facilities. The project scope includes the safe removal and inventory of existing Avigilon H3 and Axis cameras, supply and installation of modern Avigilon enterprise IP cameras (H5A/H6A dome, bullet, or multi-sensor models), integration into the existing Video Management System, and configuration of new equipment including IP address assignment, frame rate/bitrate settings, and field-of-view alignment. An optional walkthrough is scheduled for September 10, 2026, at 10:15 AM at Hastings Middle School, where attendees will receive access to ACC System Health Reports containing device layouts, MAC addresses, and network connectivity information following execution of a security agreement. Proposals must be submitted via email to Elizabeth Macklin, Director of Technology, by September 18, 2026, at 5:00 PM.
Proposals will be evaluated based on total cost of ownership, compliance with hardware specifications, vendor qualifications and manufacturer status, and warranty, support, and delivery timeline. All replacement cameras must be manufactured by Avigilon with no equivalent substitutions permitted to preserve existing licensing and system management infrastructure. Vendors must include required Avigilon camera channel licenses for newly installed units, with multi-year licensing options available. The vendor is responsible for testing existing cabling infrastructure, replacing patch cables at camera endpoints with new RJ45 terminations and weather-proofing where applicable. Proposals must include detailed line-item financial bids, and all inquiries must be submitted via email by September 18, 2026.
