SOLICITATION OF PROPOSALS FOR
RFP #26-15
PROFESSIONAL ENGINEERING SERVICES:
1. BACKGROUND
The City of Camden is seeking proposals from qualified firms for professional engineering services for engineer and design plans, specifications, and estimates for FARNHAM PARK
REDEVELOPMENT PROJECT in the City of Camden in Camden County, New Jersey.
The park is located within the Parkside neighborhood, a highly urbanized residential community situated along the Cooper River. Farnham is a valued green space with the surrounding community that includes long-term residents who rely on the park for recreation, community gatherings, and informal social connection, particularly during warmer months. The park’s proximity to the
Cooper River also supports local wildlife, including fish and migratory birds.
However, due to limited tree canopy, extensive impervious surfaces and also its proximity to
Cooper River, this park functions as a localized heat sink. The existing pavilion is structurally deteriorated and lacks a roof, restricting its use during extreme heat, rain or community events that require shade and weather protection. The current splash pad and playground have aging and unsafe amenities not conducive for long term use during the summer months. Projected enhancements to this park will directly service neighborhood residents, students, and families by improving safety, usability, and access to cooling and shaded coverage for recreational and community gathering amenities in an area with limited alternatives.
The design professional shall prioritize passive cooling techniques and specific materials with high albedo ratings. Roof designs must utilize cool roof materials meeting or exceeding a Solar
Reflectance Index (SRI) target optimized for energy load reduction as outlined by the New Jersey
Clean Energy Fund. In addition, the design must incorporate water-efficient public infrastructure and ensure total unhindered public access, with design elements prioritizing ADA accessibility guidelines, to accommodate vulnerable demographic groups during extreme heat events.
The anticipated project duration period is ninety (90) calendar days.
2. SCOPE OF SERVICES
The project involves the provision of engineering/design services necessary for park improvements to Farnham Park, 1648 Baird Blvd, Camden NJ 08103. Park improvements include replacing the existing deteriorated pavilion with a new permanent roofed structure designed to provide reliable shade and thermal relief during hot weather, upgrading the existing splash pad and installing a new playground designed with heat-conscious materials and layouts.
The Engineering Consultant is expected to provide requested engineering services necessary for the complete construction ready, design of this project and assist the City through the bidding phase. Throughout the duration of the project, the scope of services for this contract will include, but not be limited to, the following:
I. Preliminary Site Visit and Investigation
• Conduct site visit and condition assessment of the project area to evaluate existing terrain, utilities, ADA compliance infrastructure and other appurtenant features for the integration of the proposed pavilion, splash pad, and new playground features
• Review available engineering reports and studies, utility drawings, as-built plans, and other relevant materials to ascertain necessary background data regarding the overall project.
• Conduct field survey(s) to establish existing conditions and to determine field characteristics necessary for the proposed design, including the horizontal and vertical location of utilities within and adjacent to the project area.
• Responsible for preparing and submitting all necessary permit applications to local construction offices and NJ DEP if the part touches wetlands or flood hazard areas.
• Preparation of preliminary conceptual design alternatives for the site including the location and configuration of all site elements
• Capture pre-construction and post-construction photographs and/or video documentation of existing park features in/out of the park, surrounding conditions and adjacent properties.
• Evaluate existing curb ramps, pedestrian ramps, and sidewalk features for compliance with the Americans with Disabilities Act (ADA) and PROWAG standards.
• Assess existing drainage patterns, cross-slopes, and surface conditions affecting sidewalk performance.
• Perform a preliminary visual assessment of the project area to identify materials that may contain asbestos-containing materials (ACM) or lead-based paint (LBP), if applicable to disturbed or demolished materials.
• Coordinate and arrange for the sampling and laboratory analysis of suspect materials, as necessary, through a qualified environmental testing consultant.
• Review laboratory results and prepare a summary of findings to determine the presence and extent of regulated hazardous materials that may impact the project.
II. Pre-Design Meetings
• Attend up to three (3) coordination meetings with City representatives to discuss project goals, design approach, community concerns, and scheduling.
• Coordinate with utility owners and agencies as required to confirm existing utility locations and identify potential conflicts.
III. Construction Documents
Prepare signed and sealed construction drawings and technical specifications, including but not limited to:
• Comprehensive site layout, grading, utility connections and structural/manufacturer detailing for the new pavilion, upgraded interactive splash pad, and new playground equipment.
• Technical specifications for upgraded water supply lines, drainage/drain-to-waste or recirculation systems, manifold hookups, electrical controls, and surface safety surfacing
• Removal & replacement of deteriorated concrete or asphalt sidewalk panels to provide seamless, accessible pedestrian routes connecting existing park entry points to the new pavilion, splash pad, and playground
• Curb and gutter repair or replacement in areas disturbed by park construction, utility tie-ins, or walkway installations.
• Design of ADA-compliant curb ramps, pedestrian ramps, detectable warning surfaces
(DWS), and accessible routes to all new play and park facilities in strict conformance with current PROWAG, City of Camden and federal/state regulations
• Detailed grading plans, drainage and cross-slope corrections around the new amenities to prevent ponding, manage splash pad runoff, and achieve ADA-compliance running and cross slopes.
• Complete restoration of disturbed areas during construction, including park turf, landscaping, utility boxes, fencing and adjacent park features, as applicable.
• Erosion and sediment control measures in accordance with Camden County Soil
Conservation District and NJDEP Stormwater Management rules, if applicable.
• Signage, traffic control, and maintenance and protection of traffic (MPT) plan for work within Farnham Park and/or adjacent to the roadway.
• If asbestos-containing materials or lead-based paint are identified or contaminated park soils are identified, incorporate the required handling, abatement or capping procedures, and construction notes into the contract drawings and technical specifications. This may include preparation of hazardous material handling requirements, contractor protection measures, disposal requirements, and regulatory compliance provisions consistent with applicable NJDEP, EPA, and OSHA regulations.
• Provide Engineer's Opinion of Probable Construction Cost broken down by amenity
(pavilion, splash pad, playground) supporting civil infrastructure
• Incorporate applicable NJBPU Urban Heat Island Mitigation Program Category I requirements
• Provide up to three (3) rounds of revisions before providing complete, final construction documents for bidding.

• Prepare and submit the Engineer's final cost estimate for comparison with bids received.
• Provide two (2) electronic copies of all reports and final contract documents (project drawings/plans, specifications, bid forms, etc.) for bidding purposes, and one (1) signed physical copy for the City's records.
