About this file
This is a Call for Solution (solicitation) issued by Army Contracting Command – Redstone Arsenal for Advanced Manufacturing Composite Print Capability. The U.S. Army Aviation and Missile Command (AMCOM) seeks one advanced manufacturing composite printer for immediate integration at Corpus Christi Army Depot (CCAD) in Texas to address critical readiness gaps in aviation maintenance operations by enabling rapid fabrication of qualified parts, tools, jigs, fixtures, and ground support equipment. The required printer must have a minimum build envelope of 20.7 x 15.7 x 15.7 inches, build accuracy of ±125 μm or ±0.0015 mm per mm, and support aerospace-grade fiber-reinforced polymers including carbon fiber, fiberglass, aramid fiber (Kevlar®), and high-strength high-temperature fiberglass. The printer must operate on 200-240 VAC 3-phase power at 14A and 8kW, include network communication via Ethernet with two-factor authentication and security controls, and comply with CE and FCC Part B regulatory standards. Solutions must be inclusive of shipping, onsite installation with heavy equipment handling, ancillary equipment including post-processing systems, operating software, warranties of at least four years, feedstock, and comprehensive support including phone support, unlimited onsite support with first-line response, preventative maintenance, spare parts, service consumables, hardware and software updates, and onsite user training.
The solicitation is structured as a three-phase process: Phase 1 requires a solution brief (maximum five pages or fifteen slides) due June 30, 2026, at 12:00 PM Central Standard Time; Phase 2 involves optional pitches; and Phase 3 includes detailed proposals for final evaluation. The Government intends to award a FAR Part 12 Firm-Fixed-Price contract using Commercial Solutions Opening (CSO) procedures and reserves the right to make multiple awards, a single award, or no award. Proposals will be evaluated on technical merit and relevance (most important), innovation and uniqueness, company viability, and price and affordability. Offerors must possess a Unique Entity ID, be registered in SAM.gov, register in the Wide Area Workflow invoicing system, maintain active registration throughout performance, and disclose organizational conflicts of interest. All contractor employees requiring installation access must complete Antiterrorism Level I Awareness training within 30 calendar days of contract start and comply with personal identity verification requirements and iWATCH training. 1. BACKGROUND
The US Army recognizes the need for accelerated modernization of weapon systems through Advanced Manufacturing (AdvM) technologies that directly address issues and challenges in the supply chain to underpin readiness of Army materiel. In Accordance With (IAW) Army Regulation (AR) 750-1 (Army Materiel Maintenance Policy) and companion Department of the Army Pamphlet (DA PAM) 750-1 (Army Materiel Maintenance Procedures), Commanders, U.S. Army Organic Industrial Base (OIB) activities will develop additive and advanced capabilities consistent with Army Materiel Command (AMC) guidance to produce Original Equipment Manufacturer (OEM) quality parts for use to meet obsolescence and other readiness requirements as required.
This Call for Solution aims to establish AdvM Composite print capability at Corpus Christi Army Depot (CCAD), Corpus Christi, TX.
2. PROBLEM STATEMENT
The U.S. Army Aviation and Missile Command (AMCOM) require immediate integration of AdvM Composite capability at Corpus Christi Army Depot (CCAD) to address critical readiness gaps in aviation maintenance operations. Current supply chain constraints result in extended lead times for obsolete and low-demand repair parts, directly impacting Aircraft on Ground (AOG) rates and operational readiness across rotary-wing platforms. The integration of material extrusion technology will enable CCAD to rapidly fabricate qualified parts, tools, jigs, fixtures, and ground support equipment in accordance with applicable airworthiness qualification requirements.
While standard Commercial Off-The-Shelf (COTS) 3D printers are generally limited to low-temperature prototyping using standard plastics (e.g., Polylactic Acid (PLA) or Polyethylene Terephthalate Glycol (PETG)), the required Advanced Manufacturing (AdvM) composite printer represents an innovative leap in additive manufacturing capabilities. This system incorporates a novel application of advanced thermodynamic control methods integrating actively heated build chambers, liquid-cooled extrusion systems, and ultra-high-temperature print heads into a highly compact, deployable footprint. This innovative process enables the rapid, reliable extrusion of aerospace-grade, fiber-reinforced super-polymers (such as continuously reinforced fiber polymer, Nylon White, Carbon Fiber, Fiberglass, Aramid Fiber (Kevlar®), High-Strength High-Temperature (HSHT) Fiberglass). The core innovation lies in this new method of applying industrial-grade thermal management to a decentralized platform, allowing for the on-demand fabrication of highly durable, mission-ready composite parts at the installation level.
