About this file
This is a California Civil Rights Laws Attachment document issued by the California Department of General Services, Office of Legal Services, applicable to state contracts valued at $100,000 or above. The attachment establishes certification requirements for contractors bidding on or renewing contracts with California state agencies executed or renewed after January 1, 2017. Contractors must certify compliance with the Unruh Civil Rights Act (California Civil Code Section 51) and the Fair Employment and Housing Act (Government Code Section 12960). Additionally, contractors must certify that any internal policies regarding sovereign nations or peoples recognized by the United States government are not applied in violation of these civil rights statutes.
The document includes a standardized certification section requiring an authorized company representative to sign under penalty of perjury, with designated spaces for the proposer or bidder's firm name, federal identification number, signatory's printed name and title, county and state of execution, and date of execution. This certification must be submitted at the time a bid or proposal is submitted or when a contract is renewed. The attachment serves as a compliance mechanism to ensure that all state contractors meet California's civil rights requirements as a condition of doing business with state agencies.
