About this file
This is a Statement of Work (SOW) for cadastral surveying services to be provided to the USDA Forest Service for the Cherokee National Forest in East Tennessee, Western North Carolina, and Southwest Virginia. The contractor shall locate, measure, and mark Forest Service property boundary lines; rehabilitate previously marked boundary lines; identify and verify property corners; conduct rights-of-way and easement surveys; prepare surveyor's reports, control diagrams, survey plats, and Form 7100-52 Corner Records; prepare tract descriptions; and perform engineering site surveys, drone mapping, scanning, and other miscellaneous surveying work. Work will be performed across Polk, Monroe, McMinn, Cocke, Greene, Sullivan, Carter, Unicoi, Washington, and Johnson Counties in Tennessee; Ashe County in North Carolina; and Grayson and Washington Counties in Virginia.
The Forest Service anticipates awarding between six and twelve Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a one-year base period and four one-year option periods (five years total), with a combined contract ceiling of $9 million and a guaranteed minimum of $1,000 within the first three years. This is a small business set-aside under NAICS code 541370 (Cadastral Surveying Services) with a $19.0 million size standard. Contractors must employ Registered Professional Surveyors licensed in Tennessee or the state where work is performed, and a licensed surveyor must perform field work for all corner establishment and measurement tasks. Individual firm-fixed price task orders will be issued as needed and negotiated using Brooks Act procedures. Only qualified firms with appropriate professional surveyor licensing will be considered, and the Government may elect to reduce or augment the contractor pool during the contract term based on performance and capacity.

Individual task orders will be issued against a contract as program needs arise. Time of performance will vary by task order.
Only firms with Registered Professional Surveyor(s) licensed in Tennessee, or state where work is to be performed, will be considered. A state Registered Professional Surveyor must perform the field work associated with each task order for corner establishment and measurements.
Task orders issued against awarded contract(s) will include a specific statement of work and will be negotiated as individual project using Brooks Act procedures. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered.
Contract awards will be made using the Unit Pricing. For actual projects where task orders are to be issued, a schedule of items is included.
Task orders will be issued against the Unit Pricing (schedule of items) for actual projects included with this solicitation. These projects are identified with a unique project name and number. Counties where actual projects are yet to be prepared are identified with the statement “Prices reflect a typical project in [Example] County”.
Award of contract(s) will not restrict the Government from having cadastral surveying services performed by Government employees or others during the contract period.
If contracts are awarded to more than one vendor, in addition to technical evaluation criteria, the Forest Service may administratively elect to consider the volume of work previously awarded to an A&E firm when determining which vendor should be awarded a new task order.
Term of contract: One base year with 4 option years with a total duration not to exceed 5 years.
Mid-Term Changes: During the course of the 5-year term of contract, the Contracting Officer may determine a need to reduce or augment the original pool of awarded contracts.
1. Exiting Contracts: Contractors who repeatedly fail to accept an offer of a task order due to lack of capacity, or who repeatedly fail to complete task orders within the allotted contract time, may not have the next option year renewed
2. Entering Contracts: Following completion of the first option year, the Government reserves the right to solicit for additional contractors to be included in this multiple-award contract. The solicitation, terms and conditions, and source selection procedures will be the same as under this original solicitation. The period of performance for the new awardees will not exceed the overall maximum term of the original IDIQ contract, including options.
