About this file
This document is the Standard Specifications for Cadastral Survey Contracting for the Cherokee National Forest, establishing technical and administrative requirements for survey work performed under the related IDIQ contract. The specifications comprise 21 pages of general and technical requirements, supplemented by 16 exhibits totaling 29 pages, covering survey methodology, monumentation standards, boundary marking procedures, and deliverables.
The specifications detail work requirements across multiple survey types including retracement surveys, acquisition surveys, boundary line marking and maintenance, corner monumentation, and specialized work such as congressionally designated area surveys, GPS surveys, rights-of-way surveys, and engineering surveys. Key deliverables include field notes (hardbound with waterproof pages), surveyor's reports documenting dates, bearing basis, geometric coordinates, and conflict resolution, plats prepared using CADD systems on Mylar or non-acid paper conformable to Tennessee State Board standards, and survey descriptions. Technical requirements mandate that licensed surveyors directly supervise all field work involving measurement and angle turning; bearing determination must be coordinated to adjoining USA Tract records within 2 minutes of arc; survey standards require closure relative error documentation; and all corners require GPS survey-grade coordinates and completed corner record cards (FS 7100-52). Monumentation specifications include placement of government-furnished monuments with brush clearing within a four-foot radius, establishment of three or more bearing trees at least 30 degrees apart, and marking with painted blazes, hacks, and Forest Service signs. The government furnishes monuments, signs, posts, nails, bolts, paint, and corner cards, while contractors provide field notebooks with weatherproof pages and treated wood or aluminum sign posts. Measurement for payment is based on distance in miles (rounded to nearest 1/100 mile) for boundary and tie lines, individual count for monumented or maintained corners and plats, and acreage for engineering surveys.

DIVISION 2700 – ENGINEERING SURVEYS
Engineering surveys include, but are not limited to, the following: Topographic surveys of potential construction sites.
2701 Topographic Mapping of Specified Sites
a) Topographic mapping shall consist of the establishment of horizontal and vertical control in the area for future construction staking. This shall include the setting of permanent bench marks and grid control points. Traverses shall close within an accuracy of 1:10,000 closure, with all angles turned at least once direct, and once reverse. Basis of bearing shall be an astronomic or geodetic observation. A permanent bench mark shall be set along the site at intervals not to exceed 1000 feet. Level loops shall close within 0.03 feet.
b) The Contractor shall establish a horizontal grid for mapping purposes. The grid shall be on a 50 foot basis unless steeper terrain warrants additional readings. Elevations shall be determined at each grid intersection point, flow lines, grade break lines and along any break lines to accuracy of 0.1 foot. All significant topographic features shall be located accurate to 1 foot horizontal position. Unless otherwise directed by the COR, these features include but are not limited to:
1. All trees with a diameter of 5 inches or greater.
2. Any building or other structure.
3. Centerline of creeks or other significant drainages.
4. Location of all apparent utilities in the mapping area, if any.
5. Geologic features which could affect construction
6. Outline of any riparian areas.
c) A topographic map shall be produced showing 1 foot contour intervals at a scale of 1:600, unless otherwise directed by the COR. In areas of steep terrain contour intervals may be reduced to 5 feet. The map shall plainly show all topographic features and shall clearly identify them. Further, all horizontal and vertical control points within the mapped area shall be shown and identified.
d) The map shall be no larger than 24 inches by 36 inches on reproducible mylar and shall have a scale, north arrow and legend, unless otherwise directed by the COR. The map shall be prepared and stored in a format compatible with AutoCAD.
