The solicitation requests three high-efficiency commercial domestic hot water heaters or boilers with specifications matching or exceeding 3.4 million BTU/h output at 140 degrees Fahrenheit, capable of a 100-degree Fahrenheit temperature rise and 1,730 gallons per minute. Acceptable manufacturers include Lochinvar PFN1701PM, AERCO INN series, Laars Magnatherm Series, or approved equals. The submission deadline is April 28, 2017, at 2:00 PM Mountain Time, with quotes to be submitted via email to maryann.shaw@state.co.us or fax to (719)269-4064. Delivery must be completed by June 30, 2017, with installation not requested as part of this solicitation. Bid prices should be submitted on a per-unit and total basis and must include freight costs with FOB-destination pricing. The solicitation specifies a 10-year warranty on pressure vessels and heat exchangers against condensate corrosion and thermal stress failure, and a non-prorated 5-year warranty on all other components except igniters and flame detectors. Payment terms are assumed to be Net-45 days after receipt of goods and invoice unless otherwise specified. Prospective bidders must be registered on the Colorado Vendor Self Service website to respond. The evaluation and award process allows for potential division among multiple bidders if deemed in the State's best interests. Bidders must submit technical data sheets with their quotes and include product information when proposing competitive equals to the specified manufacturers.

(2) It is the responsibility of each bidder to monitor this solicitation during the open bidding period, for any possible 'modifications' (addenda or other changes to the solicitation). The CDOC is not able to otherwise actively notify prospective bidders of any modifications. (3) The respective delivery dates of the bidders, as stated in the quote responses received, may be an evaluation factor in awarding one or more items on the solicitation, depending upon the delivery needs of the CDOC and the differences between the responses received. The CDOC relies upon the accuracy of the projected delivery date stated in the quote response, and reserves the right to cancel any order for which delivery is not made by the date stated.
