About this file

This document is a Special Conditions section for HVAC Testing, Adjusting & Balancing (TAB) Services prepared by the Kentucky Department of Education (KDE) for the KSD HVAC Upgrades project in Danville, Kentucky under RFB 97-23. The project involves the replacement and upgrade of HVAC equipment and distribution systems at multiple facilities within the KSD district, including the Physical Education Facility, Thomas Hall, Kerr Hall, and Brady Hall. The scope encompasses testing, adjusting, and balancing services following equipment installation by the mechanical contractor. The TAB contractor is required to attend project progress meetings, participate in equipment start-up procedures, complete checkout and start-up plans, provide preliminary TAB reports, participate in owner training, and participate in TAB verification. The project is structured in phases due to equipment delivery schedules, with a substantial completion date of November 29, 2023, and a final completion date of December 29, 2023 for both the general contractor and TAB contractor. Unit prices are required for three line items: test and balancing technician labor (per hour), additional trips to the job site (per trip), and special tools (per hour).

Payment is structured on a progress basis with the TAB contractor able to submit invoices for up to 90 percent of the contract amount pending acceptance of completed work by the project's design engineer, with the remaining 10 percent contingent upon final acceptance. All invoicing and reports must be submitted through the eCommunications platform and directed to kristi.sharp@ky.gov. The project involves coordination among multiple entities, including the general contractor (Marrillia), mechanical contractor (Prewitt Mechanical Contractors, Inc.), controls contractor (Trane), commissioning agent (FCG), and the owner's project manager (Tony Yates, Division of Engineering and Contract Administration). There are no allowances included in the project, and the TAB agency is responsible for documenting all time spent, including repeated testing due to equipment readiness issues or failed tests, which will be back-charged via change order to the general contractor's contract.
