About this file

This is a Combined Synopsis/Solicitation and Request for Quote (RFQ) issued by the Naval Air Warfare Center Training Systems Division (NAWCTSD) for the fabrication of 27 government-designed parts and assemblies for T6B Simulated Power Control Levers (T6B-PCL). The requirement is for a commercial fabrication shop to manufacture these mechanical parts and assemblies in accordance with a provided Technical Data Package (TDP) containing 3D CAD models and parts drawings. The procurement is classified as a Commercial Off-the-Shelf (COTS) firm-fixed-price (FFP) purchase order under NAICS Code 332710 (Machine Shops) with a business size of 500 employees. The single Contract Line Item Number (CLIN 0001) requests fabrication of 27 parts with delivery to Naval Air Warfare Center Training Systems Division in Orlando, Florida within 8 weeks of contract award.

Award will be made on a full and open competitive basis to the responsible offeror demonstrating best value based on Past Performance and Price through trade-off evaluation of technically acceptable proposals. Technical acceptability requires meeting all item specifications per the TDP, achieving Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) Assessment, meeting the 8-week delivery date, and maintaining an active SAM registration with the correct NAICS code at proposal submission. Past Performance is weighted more heavily than Price in the evaluation. Offerors must submit quotes by 1000 Eastern Standard Time on 18 May 2026 and provide past performance information for two similar procurements provided to NAWCTSD within the last three years. The TDP contains Distribution Statement D (DoD and U.S. DoD Contractors only) controlled technical information and will be transmitted via secure method upon request from the Contract Specialist or Contracting Officer.

The use of such gauges shall be subject to the Government's prior review and approval of the gauge design and inspection methodology.

The Government will award a FFP contract resulting from this solicitation on a full and open competitive basis to the responsible offeror based on trade-off, considering the factors of Past Performance and Price among Technically Acceptable proposals. For the purposes of this evaluation; technically acceptability is defined as:

a) Meeting all item specifications as defined by design files contained in the T6B-PCL TDP 042926

b) Meet Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) Assessment on record in the Supplier Performance Risk System (SPRS) and maintain Level 2 (Self) CMMC Requirement in accordance with DFARS Clause 252.204-7021

Technically Acceptable evaluation will be on a pass/fail basis to determine if quotes are Technically Acceptable. Technically Unacceptable quotes will be removed from further consideration.

Past Performance and Price Trade-Off evaluation will be evaluated to determine best value of Technically Acceptable quotes. Past Performance is considered more important than Price.

Note: The Government reserves the right to request additional information as it deems necessary. Such request shall be considered clarification. Also, all new entities registering in GSA’s System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an “Active” status as the government cannot award to an entity without an “Active” SAM registration. More information can be found at www.gsa.gov/samupdate.”

4) Quote Submission Information:

Quotes are due no later than 1000 Eastern Standard Time 18 May 2026. Proprietary data in the responses will be protected where so designated. Please fill out all applicable provisions and clauses.

Simply stating that you will provide a feature, objective, or outcome without explaining how could negatively affect evaluation. Proposal should be logical, clear, and detailed so that evaluators can properly evaluate.

Proposal shall include any assumptions, exceptions or deviations noted.

For Past Performance, please submit information for two procurements of similar nature provided to NAWCTSD in the last 3 years.
