About this file
This Performance Work Statement (PWS) details a non-personal services contract for the rental/lease of electrical testing equipment at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). The specific requirements include a 480VAC, 2.5MW (minimum) reactive/resistive load bank, a 4160VAC-480VAC 2.5MW step-down transformer, medium voltage portable cables, and a 500A 4160VAC overcurrent protection device. The equipment will be used to test 4160VAC diesel generators for the CVN 76, with a performance period from 1 September 2025 to 31 December 2025.
The contractor must provide all necessary personnel, equipment, and support to perform 5kV resistive/reactive load testing, including on-site training, 24/7 technical support, preventative maintenance, and a process control procedure. Key technical specifications include a load bank capable of providing load testing to 0.8 power factor, a 3-phase 4160VAC to 480VAC transformer, and specific cabling and connection requirements. The contract will be a firm-fixed price, with the contractor responsible for quality control, equipment maintenance, and compliance with naval base security requirements, including obtaining proper identification and access credentials for personnel.
