About this file
This is a Detailed Unit Information document for the Baker City Watershed (BCW) Thin and Handpile #2 project located on the Wallowa-Whitman National Forest, Whitman Ranger District. The document specifies technical requirements for forest thinning and fuel treatment operations across multiple units totaling approximately 946 acres. The project involves selective tree felling with a standard maximum cut diameter breast height (DBH) of 10 inches for all species except juniper, which has no maximum cut DBH. Species retention prioritizes Western White Pine, Western Larch, Ponderosa Pine, and Douglas-Fir, while species removal targets White-Fir, Grand-Fir, Lodgepole Pine, and Englemann Spruce. Special provisions include clearing requirements around Ponderosa Pine trees 21+ inches DBH (30-foot radius), aspen (50-foot radius), and mountain mahogany (30-foot radius), with retention of all Whitebark Pine. Stump heights shall not exceed 3 inches, and all trees less than 8 inches in height are exempt from cutting.
The project is divided into three unit categories with varying spacing requirements: Base HP Units (160 acres) requiring 20-foot minimum spacing in general areas and 30-foot spacing within 150 feet of private land; Base Sectioning Units (232 acres) and additional Base HP Units (554 acres) requiring 30-foot minimum spacing generally and 30-foot spacing near private land; and optional units (75 acres combined) with work restricted to after August 31st and a 6-inch maximum cut DBH for the optional HP unit. Handpiling requirements specify piles of 6x6 to 8x8 feet constructed for future burning, with 25 percent of 5-inch-and-greater material retained within 20 feet of stream channels, no piles within 10 feet of streams or 30 feet of springs and seeps, and piles staggered along stream channels as depicted in the provided diagram. Unit boundaries are marked with pink ribbon and yellow plastic tags. The document was signed by District Silviculturist Cliff Demastus and District Fuels AFMO Trevor Lewis on April 1, 2026.

Definition of Overstory Tree:
Live trees greater than the maximum cut tree DBH.
Interface National Forest/Other Ownership:
See Unit Specifics table below regarding spacing along forest boundary.
Stump Height:
Shall not exceed 3” in height unless cutting is obstructed by natural obstacles. All stumps shall be cut below the lowest live limb, be cut flush/not angled, and completely severed from the bole of the tree.
Minimum Tree Height:
Trees less than a height of 8” are not required to be cut Maximum Cut DBH:
10 inches for all species, live or dead except juniper.
Clearing Around Ponderosa Pine 21+ D.B.H. Trees:
Fall all trees, up to and including the maximum cut DBH, within 30 feet (measured from the bole), around live Ponderosa Pine greater than or equal to 21.0 inches D.B.H, Clearing Around Aspen:
Fall all live trees, up to and including the maximum cut D.B.H., within 50 feet of any live aspen.
Western Juniper:
Fall all junipers. There is no maximum cut DBH with Juniper.
Mountain Mahogany:
Fall all conifers, up to and including the maximum cut DBH within 30 feet of live Mahogany growing in rocky otherwise unsuitable soil.
Whitebark Pine:
Retain all Whitebark Pine.
Existing Dead and Down:
Cut existing dead and down logs into sections no longer than 4 to 5 feet in length. Do not section existing down logs that are greater than 12” diameter at the small end.
Boundaries are designated with Pink ribbon and Yellow plastic tags

RETENTION
Retention:
Species Leave Priority (Best to Worst): Western White Pine, Western Larch, Ponderosa Pine, Douglas-Fir.
REMOVAL
Species preference and Diameter:
Fall all, White-Fir, Grand-Fir, Lodgepole Pine, Englemann Spruce up to and including the maximum cut DBH.
Spacing:
See spacing unit Spacing Specifics below.
Western White Pine, Western Larch, Ponderosa Pine, and Douglas-Fir dead, diseased, damaged, or suppressed trees:
Fall all dead, damaged, poor crown trees, and those infected with dwarf mistletoe up to and including the maximum DBH.
Overstory Trees with dwarf mistletoe:
Fall all trees, up to and including the max cut diameter, of the same species within 30 feet of the overstory tree bole.
Fall all Junipers.
The lowest live limbs must be severed from the stump.
Cut Length:
Section cut trees and existing down logs into sections no larger than 4 to 5 feet in length. Do not section existing down logs that are 12” diameter or larger at the smallest end.
FELLING
System Roads (open or closed):
Fall all trees on cut and fill slopes and within 10 feet of road surfaces up to the max cut DBH.
Fall all trees within the road surface up to the max cut DBH. Immediately remove all felled trees and limbs that are extending into the road surface of open roads or roads that are currently in use.
Fences:
Remove all felled trees that are within 10 feet either side of a fence immediately after cutting, to allow range allotment permittee access along the fence as well as cattle.
Contractor will immediately repair any damages to the fence that occurs from thinning or machine piling.
Ditches:
Fall all trees up to max DBH away from active ditches (ditches that are currently in use or that are used during other times of the year). Should any trees fall into the ditch or onto the ditch bank, will require the immediate removal of the trees to prevent damming of the water and the possibility of damage to the ditch. Should damage occur to the ditch because of trees being left in the ditch, the contractor will be responsible for repairs, the cost of the repairs, or both.

DESIRED OUTCOME
• The expected result of this project is to reduce fuel loading by handpiling; 1) slash created by non-commercial thinning units, 2) slash created by commercial timber harvest units, and 3) natural buildup of woody debris on the forest floor. The result of activities performed under this call/task order would produce areas where a wildfire (should it occur) could be contained quickly. Providing a safe working environment for firefighters to improve their probability of success in suppressing wildfires on Forest Service lands, produce less damage to natural resources, and to reduce the impact of wildfire to adjacent private citizens property, structures, and other values at risk.
• Material will be handpiled to allow for future burning of that material.
• Pile existing down logs up to 12” (on the big end).

Handpiles
Pile Requirements
• No handpiles within 30 feet of springs and seeps.
• Retain 25% of the 5 inch and greater material within 20 feet of all stream channels.
• No handpiles within 10 feet of streams, stream channels.
• Handpiles must be staggered along stream channels. See diagram below.
• No handpiles within 25 of private property
• Piles shall be no smaller than 6’x6’ and no larger than 8’x8’
• Piles shall be no closer than 10’ from residual leave trees
• Piles shall be constructed in a such a manner as to easily ignite, combust completely, contain fire within the pile perimeter, and do minimal damage to residual leave trees
• Whenever possible piles shall be constructed in created or natural openings
• They shall have plastic material covering located in the top one third of the pile to facilitate burning
• Piles shall have a sufficient amount of fine fuels included in the covered portion
• All material should be oriented in the same direction to ensure ignition and consumption in wet/snowy conditions
• Piles shall not be placed on large or tall stumps, down logs greater than 12 inches in diameter on the small end (Unless otherwise specified in the Special Features section), or large rocks.
• Piles shall not be constructed in roads, ditches, meadows, grass “scablands” or channel bottoms.
