About this file

This is a Performance Work Statement (PWS) for non-commercial thinning and hand pile services for the Wallowa Whitman National Forest. The U.S. Department of Agriculture Forest Service seeks contractor performance of fuel reduction activities across approximately 1,009 base acres and 75 optional acres in the Baker City Watershed (BCW) Thin and Handpile #2 project units within the Whitman Ranger District in Baker City, Oregon. The project period runs from June 15, 2026, to November 30, 2026, with work percentages negotiable if contract award occurs after June 15, 2026. The contractor must furnish all labor, supervision, equipment, transportation (except government-furnished items), and materials for the fuels reduction work.

The primary objective is to alter fuel bed continuity in ponderosa pine and juniper stands by addressing slash from non-commercially thinned units, natural woody debris buildup, and hazardous live fuels (ladder fuels) to enable rapid wildfire containment and improve firefighter safety. Specific tasks include non-commercially thinning and hand piling identified units marked with pink flagging and yellow Milex tags across 20 base hand pile units, 4 base sectioning units, and 2 optional units. Units feature various special considerations including stream channels, private boundaries, and heritage sites requiring minimal mitigation measures marked with pink and black striped flagging. Key deliverables due within 14 calendar days of contract award include a work plan (with project milestones depicting 35%, 70%, and 100% completion dates, key personnel, safety and fire plans, quality control plan, and equipment storage request), contractor property plan, and key personnel identification. The contractor must designate a Contract Manager with full authority and site availability within one hour after government regular working hours. Work shall comply with Detailed Unit Information listed in the Quality Assurance Surveillance Program (QASP) attachment and Forest Service standards.

Project Title Baker City Watershed (BCW) Thin & Handpile #2 Non-Commercial Thinning and Hand Pile Service for the Wallowa Whitman National Forest

General Information

1.0 Background and Purpose

The Wallowa Whitman National Forest requires Non-Commercial Thinning and Hand Pile and Sectioning service over approximately 1009 Base acres and 75 Optional Thinning and Hand Pile and Sectioning. 1084 total acres in the BCW Thin & Handpile #2 project units of the Whitman Ranger District to reduce hazardous fuels. Specific performance tasks are listed in paragraph 3.

2.0 Background

2.1 Project Location

The project is located on the Whitman Ranger District.

1550 Dewey Avenue Baker City, OR 97814-3825 Attn: Trevor Lewis, Desk 541-523-1394, Cell 541-403-0759 trevor.j.lewis@usda.gov .

2.2 Period of Performance

Base Period: June 15th, 2026, to November 30th, 2026. If contract is awarded later than June 15th, 2026, percentage of work required to be completed by November 30th, 2026, will be negotiated.

Contractor Requirements

3.0 Performance Tasks

3.1 General:

3.1.a. This is a non-Personnel Services Contract. The Contractor shall furnish all labor, supervision, equipment, transportation, (except those designated as Government-furnished), and incidentals for Fuels reduction activities within the Wallowa Whitman National Forest within the scope of this contract.

The end result of activities performed under this call order would produce areas where a wildfire (should it occur) could be contained quickly.
