About this file
This is a Detailed Unit Information document for the Baker City Watershed Thin and Grapple Pile #2 project located on the Wallowa-Whitman National Forest, Whitman Ranger District. The project encompasses nine base units totaling 377 acres across units 17, 22F, 324A, 326, 328, 628, 628A, 644, and 667A. The primary objectives are to reduce fuel loading through non-commercial thinning and mechanical grapple piling of slash created by thinning operations, commercial timber harvest, and natural woody debris accumulation. The desired outcome is to create forest conditions where wildfires can be contained quickly while providing a safer working environment for firefighters and reducing wildfire impact to adjacent private property.
The Statement of Work specifies detailed thinning and slash treatment requirements. Thinning operations must maintain a minimum spacing of 30 feet between remaining trees throughout general units and within 150 feet of private land. The maximum cut diameter is 10.0 inches for all species except juniper, with trees less than 8 feet tall exempt from cutting. Species retention prioritizes Western White Pine, Western Larch, Ponderosa Pine, and Douglas-Fir, while removal targets White-Fir, Grand-Fir, Lodgepole Pine, and Englemann Spruce. Special provisions require clearing around Ponderosa Pine greater than 21 inches diameter (30-foot radius), live aspen (50-foot radius), and fall all juniper with no maximum diameter limit. Grapple piles must meet compacted parallel configuration standards with heights of 5-15 feet and diameters not exceeding 20 feet or twice the pile height. A minimum of 90 percent of material 1-10 inches in diameter and over 4 feet in length must be piled. Equipment must not exceed 7.5 pounds per square inch ground pressure, achieve 35 percent slope capability, maintain a 20-foot minimum arm reach, and include non-leaking fluid systems. No mechanical equipment or piles are permitted within 50 feet of streams, seeps, springs, or private property.

Unit Slash Treatment Remarks
Standard Fuels Treatment Provision for All Units
Thinning
Definition of Overstory Tree:
Live trees greater than the maximum cut tree DBH.
System Roads (open or closed):
• Fall all trees on cut and fill slopes and within 10 feet of road surfaces up to the max cut DBH.
• Fall all trees within the road surface up to the max cut DBH. Immediately remove all felled trees and limbs that are extending into the road surface of open roads or roads that are currently in use.
Interface National Forest/Other Ownership:
See Unit Specifics table below regarding spacing.
Fences:
• Remove all felled trees that are within 10 feet either side of a fence immediately after cutting, to allow range allotment permittee access along the fence as well as cattle.
• Contractor will immediately repair any damages to the fence that occur from thinning or machine piling.
Stump Height:
Shall not exceed 3” in height unless cutting is obstructed by natural obstacles. All stumps shall be, cut below the lowest live limb, cut flush/not angled, and completely severed from the bole of the tree.
Minimum Tree Height:
Trees less than a height of 8” are not required to be cut Maximum Cut DBH:
10.0 inches for all species live or dead except juniper.
Clearing Around Ponderosa Pine 21+ D.B.H. Trees:
Fall all trees, up to and including the maximum cut DBH, within 30 feet (measured from the bole), around live Ponderosa Pine greater than or equal to 21.0 inches D.B.H, Clearing Around Aspen:
Fall all live trees, up to and including the maximum cut D.B.H., within 50 feet of any live aspen.
Western Juniper:
Fall all junipers. There is no maximum cut DBH with Juniper.
Mountain Mahogany:
Fall all conifers, up to and including the maximum cut DBH within 30 feet of live Mahogany growing in rocky otherwise unsuitable soil.
Whitebark Pine:
Retain all Whitebark Pine.
Existing Dead and Down:
Cut existing dead and down logs into sections no short than 8 feet and no longer than 12 feet in length. Do not section existing down logs that are greater than 12” diameter at the small end.
Boundaries are designated with Pink ribbon and Yellow plastic tags

RETENTION
Retention:
Species Leave Priority (Best to Worst): Western White Pine, Western Larch, Ponderosa Pine, Douglas-Fir.
REMOVAL
Species preference and Diameter:
Fall all, White-Fir, Grand-Fir, Lodgepole Pine, Englemann Spruce up to and including the maximum cut DBH.
Western White Pine, Western Larch, Ponderosa Pine, and Douglas-Fir diseased, damaged, or suppressed trees:
Fall all damaged, poor crown trees, and those infected with dwarf mistletoe up to and including the maximum DBH.
Overstory Trees with dwarf mistletoe:
Fall all trees, up to and including the max cut diameter, of the same species within 30 feet of the overstory tree bole.
Fall all Junipers.
The lowest live limbs must be severed from the stump.
Standing Dead:
Fall all standing dead trees up to max cut DBH.
Cut Length:
Section cut trees into sections no short than 8 feet and no longer than 12 feet in length.
Felling:
Fall all trees away from springs, and seeps.
Fall all trees away from active ditches (ditches that are currently in use or that are used during other times of the year).
Should any trees fall into the ditch or onto the ditch bank, will require the immediate removal of the trees to prevent damming of the water and the possibility of damage to the ditch. Should damage occur to the ditch because of trees being left in the ditch, the contractor will be responsible for repairs, the cost of the repairs, or both.
Spacing:
See spacing unit specifics below.

All Units
DESIRED OUTCOME
• The expected result of this project is to reduce fuel loading by mechanically piling; 1) slash created by non-commercial thinning units, 2) slash created by commercial timber harvest units, and 3) natural buildup of woody debris on the forest floor. The result of activities performed under this call/task order would produce areas where a wildfire (should it occur) could be contained quickly. Providing a safe working environment for firefighters to improve their probability of success in suppressing wildfires on Forest Service lands, produce less damage to natural resources, and to reduce the impact of wildfire to adjacent private citizens property, structures, and other values at risk.
• Material will be grapple piled to allow for future burning of that material.
• To produce the Desired Outcome of this contract for grapple piling: The contractor shall pile a minimum of 90% of the material from 1 to 10 inches in diameter and over 4’ in length. Some bucking of logs may be required.
• Pile existing down logs up to 12” (on the big end).
Slash Treatment Remarks
Grapple Piles
Pile Requirements
• No mechanical equipment (grapple piling equipment) within 50 feet of streams, stream channels, springs, or seeps.
Contractor will reach in as far as equipment will reach to remove slash within the 50-foot buffer.
• No grapple piles within 50 feet of stream channels, springs, or seeps.
• No grapple piles within 50 feet of private property
• Piles shall be constructed with material piled in a compacted parallel configuration in such a manner as to combust completely, contain fire within the pile perimeter, and do minimal damage to residual trees.
• At least 75% of tree boles (trunks) and large diameter limbs should be aligned parallel with each other to aid in consumption when piles are burned.
• Pile height shall be 5 feet minimum and 15 feet maximum
• Pile diameter shall not exceed 20 feet or twice the height of the pile. (For example: 5’ tall pile would be 10’ or less in diameter)
• Nothing shall protrude more than 5 feet outside of the perimeter of a pile.
• Piles shall not be placed on large or tall stumps, down logs greater than 12 inches (small end diameter), or large rocks.
• Piles shall not be constructed in roads, ditches, meadows, grass “scablands” or channel bottoms.
• Piles shall contain minimal amounts of soil or rocks.
