About this file

This is a Performance Work Statement for non-commercial thinning and grapple pile services on the Wallowa Whitman National Forest in Oregon. The U.S. Department of Agriculture Forest Service seeks a contractor to perform fuels reduction activities over approximately 377 base acres in the BCW Thin and Grapple #2 project units within the Whitman Ranger District. The contract period runs from June 15, 2026, to November 30, 2026. The project encompasses nine base units (17, 22F, 324A, 326, 328, 628, 628A, 644, and 667A) consisting of open ponderosa pine stands with scattered pockets of natural regeneration. The contractor must furnish all labor, supervision, equipment, transportation (except government-furnished items), and associated materials for fuels reduction work.

The primary objectives are to alter fuel bed continuity by addressing slash created by non-commercial thinning, natural woody debris buildup, and hazardous live fuels (ladder fuels) to enable rapid wildfire containment, enhance firefighter safety, reduce natural resource damage, and protect adjacent private property. The contractor must submit a work plan within 14 calendar days of award that includes a project milestone plan depicting 35%, 70%, and 100% completion dates; key personnel information; safety and fire plans; a quality control plan per FP-03 153.02; Forest Service overload permits; and an equipment storage request (Deliverable 01). Additional deliverables include a contractor property plan (Deliverable 02) and key personnel contact information (Deliverable 03), both due within 14 calendar days of award. No government property is furnished. The work must comply with detailed unit information standards with an acceptable quality level of 95%. No thinning shall occur prior to June 15 in pine stands to prevent pine beetle infestation, and the contractor must identify and report wet or moist soil conditions to the Contracting Officer's Representative for appropriate buffering.

General Information

1.0 Scope of Work

The Wallowa Whitman National Forest requires Non-Commercial Thinning and Grapple Pile Service over approximately 377 Base acres in the BCW Thin and Grapple #2 project units of the Whitman Ranger District to reduce hazardous fuels. Specific performance tasks are listed in paragraph 3.

2.0 Background

2.1 Project Location

The project is located on the Whitman Ranger District.

1550 Dewey Avenue Baker City, OR 97814-3825 541-523-6391 Attn: Trevor Lewis, Cell 541-403-0759, Desk 541-523-1394 trevor.j.lewis@usda.gov .

3.0 Performance Tasks

3.1 General:

3.1.a. This is a non-Personnel Services Contract: The Contractor shall furnish all labor, supervision, equipment, transportation, (except those designated as Government-furnished), and incidentals for Fuels reduction activities within the Wallowa Whitman National Forest within the scope of this contract.

3.1.b. Objective: The overall objective of this project is to alter the continuity of the fuel bed in predominately ponderosa pine and juniper stands with natural regenration understory; 1) slash created by non-commercially thinned units, 2) natural buildup of woody debris on the forest floor, and 3) hazardous live fuels (ladder fuels). The end result of activities performed under this call order would produce areas where a wildfire (should it occur) could be contained quickly.

Providing a safer working environment for firefighters to improve their probability of success in suppressing wildfires on Forest Service lands, produces less damage to natural resources, and to reduce the impact of wildfire to adjacent private citizens property, structures, and other values at risk.

3.1.c. Contractor Work Plan: The contractor shall submit a work plan for acceptance to the COR within 14 calendar days of award. (Deliverable 01). At a minimum the work plan shall include: 1) project milestone plan depicting 35%, 70% and 100% dates. 2) Key Personnel. 3) Safety Plan. 4) Fire Plan. 5) Contractor’s Quality Control Plan iaw FP-03

153.02 and 6) FS Overload Permits. 7) Contractor equipment storage request.

See Unit Specifics Sheet.

3.2.d. Special Considerations: No thinning shall be done prior to June 15th in pine stands to help limit the possibility of Pine Beetle infestation to residual leave trees.

Should wet or moist soil conditions be observed in the form of seeps, springs, bogs, etc. within the cutting unit, it shall be brought to the attention of the COR who will then buffer appropriately.

For special considerations regarding machinery/equipment, see the Detailed Unit Information Sheet (DUIS).
