About this file

This document is Forest Service Supplemental Specifications (FSSS) that modify FP-24 Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, specifically for the Columbine Gravel Crushing project. The FSSS comprises seven primary specifications with 2025 revisions (FSSS 101-109, 153, 204, 314, 625, and 703) plus Handbook 44 for Belt Conveyor Scale Systems (2016 revision).

Key requirements include: Crushing operations at the Columbine Gravel Pit are restricted to May 15 through November 15, with no work permitted on federal holidays unless written Contracting Officer approval is obtained. All equipment must be cleaned prior to moving onto Forest Service lands to ensure weed-free status, with fluid leaks repaired beforehand. Contractors must submit a plan of operation and comply with Mine Safety and Health Administration regulations (30 CFR Part 56). Turf establishment using specified seed types (Mountain Bromegrass, Slender Wheatgrass, Thick Spike Wheatgrass, Candy Bluegrass, and Blue Wildrye totaling 19 lbs/acre pure live seed) must be applied within ten days of project completion. Aggregate quality standards are defined in Table 703-1 with specific gradation designations (F, G, H, S, T, U) and plasticity index requirements. Contract payment measurement includes decimal accuracy standards ranging from 0.01 to 1.0 depending on unit type, with contract quantities adjustable only when errors exceed 15 percent. Excess material produced from government lands remains government property and must be placed at approved locations at no additional cost.
