About this file

This is a Pre-Bid Agenda and Question and Answers document for a federal solicitation involving gravel crushing operations and aggregate production on Forest Service land.

The pre-bid meeting is scheduled to cover solicitation information, site walkthrough, and contractor questions regarding the project scope. All verbal questions must be submitted in writing to Contracting Officer Mr. Lucas Dahlman by Thursday, May 21st at 11:00 AM Central Time. Quotes are due Wednesday, June 10th at 11:00 AM Central Time. The Period of Performance runs from July 6, 2026 to October 15, 2027, with a general operating season from June through October. The contract requires processing 16,000 tons of stockpiled aggregates, installation of 3 state-certified belt scales, 15 sampling and testing activities, and 3 Unmanned Aerial Vehicle (UAV) surveys. Proposals must address all evaluation factors in the solicitation and include biobased content considerations.

The Questions and Answers section clarifies critical operational requirements: all heavy equipment except service vehicles must pass Forest Service weed inspection with a minimum 5 working days lead time prior to mobilization. The contractor is responsible for three 30-minute drone surveys (pre-operation, during operations, and post-operation) conducted by an FAA Part 107 Certified Remote Pilot. Brush and topsoil must be stockpiled adjacent to the excavation area to the north-northwest, north, or north-northeast and scattered on excavated slopes upon project completion; no brush burning is permitted. Live trees may be cut and hauled off-site with a Forest Service fuelwood permit, or if retained on-site, must be limbed and cut to 4-foot lengths or less. On-site camping is permitted under a contractor camping permit issued by the Contracting Officer for a predetermined duration.
