About this file

This is a Combined Synopsis and Solicitation issued by the Bureau of Reclamation for troubleshooting and repair services on the brake system of the Shasta Dam elevator. The solicitation number is 140R2026Q0050, and quotes are due by March 20, 2026, at 11:00 am Pacific Daylight Time, submitted via email to erma_clark@ios.doi.gov. An optional site visit is available on March 18, 2026, at 10:00 am PDT at Shasta Dam in Shasta Lake, California. This is a total set-aside for small businesses under NAICS code 541350 with a $11.5 million size standard.

The contract will be a hybrid arrangement comprising three line items: CLIN 00010 is a Firm Fixed Price (FFP) for comprehensive inspection, troubleshooting, repair, and commissioning of the brake system; CLIN 00020 is an unpriced purchase order with a $3,000 ceiling for materials and replacement parts aligned with published price lists; and CLIN 00030 is a Time and Materials line for travel with a $3,500 ceiling. The period of performance is approximately 120 days from award. A critical requirement is that two qualified personnel must be present on-site—one from KTR (brake system subcontractor) and one from Nidec Elevators/MCE/Imperial (elevator manufacturer)—to diagnose and resolve recurring brake temperature faults that have caused intermittent elevator failures. Failure to provide proof of qualified staff from both sources will result in disqualification regardless of price and past performance. Quoters must submit completed vendor information forms, FAR 52.212-3 representations and certifications, a detailed price breakout by labor category and materials, and a technical approach demonstrating understanding of the repair scope and evidence of qualified personnel attendance. Evaluation will be based on technical approach, past performance (assessed via CPARS), and price. The contractor must comply with Service Contract Labor Standards, with applicable wage rates for elevator repairers ranging from $32.59 to $38.02 per hour, plus Executive Order 14026 minimum wage requirements and various federal compliance clauses.

Statement of Objective (SOO) Northern California Area Office (NCAO)Troubleshoot Brake System at Shasta Dam Elevator

1.0 Background:

In early 2020, Bureau of Reclamation (BOR) completed the installation of a new elevator traction machine, control system, and brake system on the Shasta Dam elevator. However, due to delays and cost overruns associated with the original contract, there is uncertainty as to whether the elevator brake system was ever fully and properly commissioned during late 2020/early 2021 when modernization occurred including the installation of KTR brake system on the main traction drive.

While the brake system remains operational, we have experienced recurring brake faults over the past several years. The issue seems to be intermittent. Approximately every other month, the elevator experiences a KTR Brake Temperature Fault. When this occurs, the elevator continues to the floor it was called to, then locks out, becoming inoperable until the oil cools down and the fault is reset, which takes about two hours. Typically, this fault happens a few times in succession before the elevator returns to normal operation for approximately two months. The current theory is that the oil pump fails to shut off when the pressure setpoint is reached, causing the relief valve to lift and dump oil into the sump. The oil in the sump heats up due to friction, and once the temperature setpoint is reached, a KTR Brake Temperature Fault is triggered.

NCAO needs KTR and Nidec Elevators/MCE/Imperial to determine why the pump does not shut down when the setpoint is reached.

Our elevator maintenance and repair contractor - either TECH O.R. or their subcontractor, TKE Elevator - does not possess the technical expertise required to fully troubleshoot and resolve the issue. They will, however, be onsite during the diagnostic and repair process to provide maintenance support as needed to the manufacturer’s representatives. Given the persistent nature of these faults and their impact on elevator reliability, it is now necessary to escalate the matter for further resolution.

It is a requirement that two (2) qualified personnel with expertise in troubleshooting and repairing KTR brake systems and MCE controllers - such as engineers, technicians, or mechanics - must be present on-site: one (1) representative from the elevator manufacturer (Nidec Elevators/MCE/Imperial) and one (1) from the brake system subcontractor (KTR). Their presence is required to conduct a comprehensive inspection, troubleshoot and repair the brake system faults, and perform a full commissioning. This coordinated effort will ensure that all faults are resolved, and the elevator is restored to reliable operation, minimizing the risk of future unplanned outages.

The Shasta Dam elevator is critical to the maintenance and operational activities at the dam, and it plays a key role in supporting public tours of the dam and powerplant. These tours are essential for public outreach and for reinforcing confidence in Reclamation’s mission to deliver water and power to the western United States.

2.0 Objective:

The objective of this project is to restore full operational safety and reliability of the brake system on the traction elevator located at Shasta Dam. The contractor shall troubleshoot, repair, and commission the brake system to ensure compliance with applicable safety codes and manufacturer specifications.

3.0 Scope

• Resolve brake system faults

• Brake system must operate within manufacturer-specified tolerances for stopping distance, holding force, and response time.

• All repairs must comply with ASME A17.1/CSA B44 Safety Code for Elevators and Escalators.

SEE ATTACHMENT FOR PHOTOS OF ELEVATOR BRAKE SYSTEM, CONTROLS, AND BRAKE FAULTS

4.0 Type of Contract

The Government intends to award a hybrid FFP, Unpriced purchase order, and T&M for travel type of contract.

5.0 Constraints

• Work must be coordinated with facility management to minimize disruption. Once the contract is awarded, the COR will coordinate with the Contractor and the current elevator maintenance provider, TECH O.R., LLC to schedule when both parties can be on site. The elevator mechanics will be supporting the contractor during troubleshooting. The COR will arrange the elevator outage with facility operations. Once an agreed upon date is set, the Contractor can begin work.

• All personnel must be licensed and qualified to perform elevator work in accordance with local and state regulations.

• Safety protocols must be strictly followed during all phases of the project.
