About this file

This document is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center's Aerial Networks Division (AFLCMC/C3N) for the Tactical Remote Operations Node (TRON) Program. The RFI seeks qualified vendors to provide two primary offerings: 1) interim contractor support and sustainment services for existing TRON systems, and 2) alternate off-the-shelf material solutions to meet TRON operational requirements. The interim support services include preventative and corrective maintenance, software updates, help desk support, training, spare parts management, supply chain risk management, configuration management, and technical documentation.

To participate, interested U.S. companies must have an active U.S. CAGE Code and possess at minimum a Secret facility clearance. Companies can request the System Requirement Document (SRD) by emailing specified contacts by July 9, 2025, and must designate two individuals to receive the document. Responses to the RFI are due by August 1, 2025, and must be submitted via email or the DoD Secure Access File Exchange (SAFE) website. Responses are limited to 10 pages and should include details on supply chain risk management, sustaining engineering capabilities, and proposed material solutions. The RFI emphasizes that this is not a solicitation and does not guarantee future contract award.

TRON DUAL RFI

Tactical Remote Operations Node (TRON) THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation (FAR), the Government is conducting market research to determine the availability and adequacy of potential business sources in providing the capabilities to meet the requirements of the Government. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. All information submitted by respondents to this request is strictly voluntary. The information herein is subject to change and in no way binds the Government to solicit for or award a competitive contract.

Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. Any proprietary information submitted should be identified as such and will be handled accordingly and protected from disclosure in accordance with applicable laws and regulations. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

The Government shall not be liable for damages related to proprietary information that is not properly identified. Please note, there is no solicitation available at this time. Not responding to this request does not preclude participation in any future solicitation, if any is issued. Funds are not currently available for this effort.

Any submissions in response to this RFI constitute consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) Contractor employees, and Advisory & Assistance Services (A&AS) Contractor employees supporting the Air Force AFLCMC/C3N Aerial Networks Division.

Background:

1. The Air Force Life Cycle Management Center, Aerial Networks Division (AFLCMC/C3N), seeks through this RFI for qualified and interested vendors to both self-identify and to present materiel solutions and services for Interim Contractor Support and Sustainment of the Tactical Remote Operations Node (TRON) Program. This RFI also seeks qualified and interested vendors to propose alternate off-the-shelf materiel solutions to meet the TRON operational requirements.

2. The procurement, testing, integration, and deployment of TRON systems: those systems include TRON communication nodes of two types, both Transportable nodes and Fixed nodes, plus spares. A prospective TRON interim contractor support and sustainment contractor must have and demonstrate familiarity with waveforms and radio equipment, including the principles of cryptographic key management; the prospective TRON sustainment contractor will not be expected to play a role in cryptographic management.

3. Information on the TRON interim contractor support and sustainment services:

The roles and responsibilities of the prospective TRON interim contractor support and sustainment contractor include but are not limited to:

· Preventative Maintenance (inspections, servicing, replacements to prevent failures)

· Corrective Maintenance (repairing/replacing failed components)

· Software Updates/Patching

· Help Desk Support/Troubleshooting

· Training (Top-Off training after initial FIST training)

· Spare Parts, Inventory, Item Management

· Supply Chain Risk Management

· Obsolescence Plan

· Configuration Management (maintain records of system configurations)

· Documentation (LCSP, PSS, LORA, DSOR, TO’s)

· Reliability Analysis and Metrics (MTBF, MTTR) The interim contractor support and sustainment services and products required for TRON also include creating and providing technical drawings that capture the equipment configurations being provided to the users, updating the TRON technical manuals and procedures required by the user to operate and maintain the system and equipment, providing supply support to the sustainment operation, and providing system and information security updates. Respondents shall provide a focused explanation of their processes for Supply Chain Risk Management that will be used in the interim contractor support and sustainment of the current materiel solution. Respondents shall also provide a focused explanation of the sustaining engineering capability they would be able to provide in the interim contractor support and sustainment of the current materiel solution.

Prospective vendors who believe they possess the full capabilities and resources required to provide an optimal interim contractor support and sustainment solution for the TRON sustainment effort described in these paragraphs are requested to self-identify and lay out their proposed materiel solution for interim contractor support and sustainment through a written response to this RFI. Responses are limited to 10 pages.

4. Alternate materiel solutions:

As mentioned in para 1 above, this RFI also provides qualified and interested vendors an opportunity to propose alternate off -the-shelf materiel solutions to meet the TRON Program operational requirements. A TRON systems requirements document (SRD) is available to interested vendors upon request. Prospective vendors who believe they possess the full capabilities and resources required to provide an alternate materiel solution for the above described TRON system are requested to self-identify and lay out that solution through a written response to this RFI. Prospective vendors are also requested to discuss their process for the development of the proposed materiel solution, including criticality analyses and risk mitigation techniques. Responses are limited to 10 pages.

a) All businesses interested in receiving the System Requirement Document (SRD) should complete the attached documentation via email to abigail.browchuk@us.af.mil and michael.lodi@us.af.mil no later than (NLT) 1600 EST, 9 July 2025. To receive the SRD, the interested business must be a U.S company with an active US CAGE Code and possess, at a minimum, a Secret facility clearance. Companies will need to designate two (2) individuals to receive the SRD. The designed individuals will need to sign both attachments to this Sources Sought. Companies will also need to simultaneously send a visit request (VR), for a period of 90 days after Sources Sought notice, to AFLCMC/C3NG via Defense Information for Security (DISS), antonio.smith.26@us.af.mil, (781) 225-5632. Document requests that are missing required information, or signature will be returned without action. Once the submitted Document Registration and Disclaimer form, individual Non-Disclosure Agreements and visit requests are received and approved, the SRD will be provided via encrypted email through department of Defense (DoD) Safe Secure Access File Exchange (SAFE) Website (https://safe.apps.mil/).\

5. Responses to this RFI are requested to be submitted either by e-mail to to abigail.browchuk@us.af.mil and michael.lodi@us.af.mil or through the DoD Secure Access File Exchange (SAFE) website (https://safe.apps.mil/) to the same email address no later than (NLT) close of business on 1 August 2025.

Confidentiality: Respondents may only provide unclassified RFI responses. Respondents must clearly indicate whether their responses contain proprietary information if they wish for the responses to be handled as such.
