About this file

This email chain documents the internal review and approval process of a Scope of Work (SOW) for Landscaping Services at the Orange County Transportation Authority (OCTA) in California. The proposed contract solicits bids from qualified contractors to provide landscaping services under a prevailing wage contract with a two-year initial term and a total budget of $550,000. The SOW underwent revision to focus specifically on weed management and herbicide use rather than broader Integrated Pest Management (IPM) practices, as OCTA maintains a separate contract for pest control services. Christine Herrera, Contracts Analyst for OCTA's Maintenance Resource Management division, coordinated the review process with Matthew DesRosier of the Health, Safety, and Environmental Compliance (HSEC) department, incorporating their feedback on chemical management provisions and environmental, health, and safety considerations.

The final SOW was approved by HSEC without requested edits, with Matthew DesRosier confirming that additional safety specifications would be addressed through an appendix to be executed with the contract. Key revisions to the proposed SOW included provisions for HSEC review and approval of chemical products prior to use, chemical restrictions, and an approval process designed to maintain operational flexibility while providing enhanced oversight of herbicide and chemical management. The document indicates the SOW was finalized with updated formatting and consistent font styling as of August 5, 2026, and was ready for inclusion in the procurement solicitation.

Good morning!

I believe this is appropriate and no edits are requested by HSEC. The safety specification attached to the contract when executed (appendix) will also address OCTA’s safety and environmental expectations/requirements.

Thanks!

Matt

Hi Matt, Following my email yesterday, I made an additional revision to the proposed Landscape Maintenance Scope of Work after further reviewing the document.

Because OCTA maintains a separate contract for pest control services, I revised the language to focus specifically on weed management and herbicide use rather than incorporating broader Integrated Pest Management (IPM) terminology throughout the landscape maintenance scope. The intent was to ensure the requirements remain consistent with the purpose of this contract while still incorporating the proposed chemical management provisions and HSEC review process.

I've attached the revised draft for your review.

When you have an opportunity, I'd appreciate any comments or suggested revisions from HSEC, particularly regarding the proposed chemical restrictions, approval process, and any additional environmental, health, or safety considerations you believe should be incorporated.

Thank you again for your time and assistance.

Best regards, Orange County Transportation Authority

Hi Matt, I hope you're doing well.

Attached is the proposed revision to the Landscape Maintenance Scope of Work related to pesticide, herbicide, and chemical management requirements (recent revisions appear as BLUE text).

The proposed revisions were developed following research of neighboring public agency specifications and general Integrated Pest Management (IPM) practices. The intent of this draft is to incorporate additional oversight of chemical use, including proposed HSEC review of chemical products prior to use, while maintaining flexibility for landscape maintenance operations.

Would you please review the proposed language and let me know if HSEC has any comments or recommended revisions? I’d appreciate your feedback on the proposed chemical approval process, product restrictions, and any other requirements you believe should be added, revised, or clarified from an environmental, health, and safety perspective.

Your review will help ensure the language accurately reflects HSEC's expectations should OCTA decide to incorporate these provisions into a future solicitation.

Thank you in advance for your time and assistance. Please let me know if you'd like to discuss any of the proposed revisions.

Best regards, Orange County Transportation Authority
