About this file

This is a Brand Name Justification document issued by the Department of the Air Force, Headquarters Air Force Sustainment Center (AFMC) at Tinker Air Force Base, Oklahoma, dated 06 May 2026.

The Air Force seeks to procure specific replacement compressor parts for the Ingersoll Rand compressor model OC11473 currently in operation. The acquisition covers ten line items including pistons, collars, rings, rods, nuts, washers, and gaskets with quantities ranging from one to two units per part. The justification establishes that only Original Equipment Manufacturer (OEM) Ingersoll Rand brand components will satisfy the Government's requirement due to the critical nature of these internal mechanical components, which operate under high pressure and strict tolerances. Without access to proprietary engineering drawings and specifications, aftermarket alternatives cannot be guaranteed to integrate seamlessly or meet safety standards, making extensive engineering analysis, reverse-engineering, and physical testing necessary—costs that would exceed the price of the parts themselves. Market research was conducted through Dynamic Small Business Search (DSBS), System for Award Management (SAM), and a Request for Information (RFI) sent to 181 vendors through the DSBS, yielding only three responses indicating limited vendor availability. The contracting officer determined under FAR 13.106(b)(1) that specific brand name procurement is required and justified for this contract action.
