About this file
This is a bid packet issued by the State of California Department of Parks and Recreation, Orange Coast District, for lifeguard boat maintenance services under Contract C25925038. The solicitation requests monthly bottom scrubbing, cleaning, maintenance, and inspection services for three Surf Watch Lifeguard Rescue vessels (Boats IV, VIII, and X) located at 1907 Bayside Drive, Corona del Mar, California. The scope of work includes monthly bottom cleaning and maintenance for all three boats, replacement of "Sea Shield Metal Guard" brand shaft collars four times annually (two collars per boat), and replacement of transom zinc plates as needed up to eight times annually. The contract term spans three years from May 1, 2026, through April 30, 2029, with pricing proposals due on March 19, 2026, at 2:00 PM. The bid packet specifies that current boats may be replaced one-by-one with new vessels of the same length and scope; contractors must bill only for active boats and shall not bill for more than three boats simultaneously.
Pricing must be submitted on the provided worksheets with separate line items for each boat and service category for each contract year. The Department of Parks and Recreation reserves the right to waive any irregularities or reject any or all bids. A 5% small business preference is available to certified small businesses or non-small businesses subcontracting at least 25% to certified small businesses. The Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived; however, a 6% DVBE incentive remains available to qualifying vendors. All required documentation, including the DPR 325B and DPR 940B service bid forms, DVBE declarations, small business certifications (if applicable), artificial intelligence disclosures, and various compliance certifications, must be submitted to OCD.bids@parks.ca.gov.
