About this file
This document is an Addendum #1 issued by the California Department of Parks and Recreation for the Lake Perris SRA - Patrol Dock Project, IFB No. C23950012. The addendum revises the Scope of Work, Bid Information, and License Requirements, as well as provides clarification on questions raised during the pre-bid site inspection. The revised Scope of Work now requires an A - General Engineering Contractor license, and the Bid Due Date has been extended to May 01, 2024 at 2:00 PM. Bids can be submitted via US Mail or electronically as a PDF file. The addendum also provides additional details on the project, including the requirement for a Performance and Payment Bond, the use of existing pylons, water depth information, and dock dimensions. It also confirms that progress payments with 5% retention are acceptable, and that there are no electrical utilities on the floating dock.
The original project description remains unchanged, which is for a contractor to design and build an engineered F-shaped patrol dock at Lake Perris State Recreation Area in Riverside County, California. The dock must be functional at various water elevations ranging from 28 vertical feet from high pool lake elevation. The contractor can utilize the existing pylons if their design incorporates them, but they are not required. A concrete approach walk ramp exists and should be utilized in the design for access purposes.

Solicitation Forms ADDED Exhibit B, Attachment 2 (Standard Agreement) – Dock Dimensions
Question #1: Per the solicitation of the Lake Perris SRA Patrol Dock Project, I would like to request the plans and specifications for this project.
Clarification: See Solicitation under Scope of Work. This is a “Design Built” Project.
Question #2: Please confirm that $250 liquidated damages stated in the Sample contract is the amount that will pertain to this contract.
Clarification: Yes.
Question #3: In order to ensure that all subs/suppliers are able to be included in this bid, please allow an electronic method of submitting this bid-by-bid time, such as an email attachment, or a third-party hosting site such as Planet Bids.
Clarification: We will allow both US Mail and Email. No, third party bid submi al hos ng site. Not standard prac ce by the State of California State Parks.
Question #4: For the project referenced above, is a bid bond required? If so, what percentage will the bid bond be?
Clarification: No bid bond required. However, once the contract is awarded a Performance and Payment Bond will be required for the Contract Lump Sum.
Question #5: Can the bids assume the existing pylons are adequate for the new dock system?
Clarification: Yes, existing pylons can be incorporated into the bid, but we want engineers to access them and determine if more are needed.
Question #6: What is the max wave height the floating dock will receive?
Clarification: 2-3 feet max due to Santa Ana wind chop.
Question #7: The solicitation calls out a full pool level of 1588’ elevation and notes a low pool 25’ less (1563’) with an operation requirement of 28’ below fool pool (1560). What are the water depths at the dock location during a 1560’ low pool elevation?
Clarification: The dock needs to be floating and accessible. The slope of the bathometry contour will have enough depth at the end of the dock to house the vessels in the first part of the dock is floating.
Question #8: The scope in the solicitation does not note the size of the floating dock structure nor provide drawings. It notes finger docks and main dock in the “Construction Features” section but does not note how many finger docks or width/length of finger docks or width and length of the main dock. Can the Department of Parks and Recreation provide a drawing or sketch showing the overall intended layout (amount of fingers, width/length of fingers, width of slips, width/length of main walk) so the bidders can accurately bid the floating dock structure?
Clarification: Will add Exhibit B, Attachment 2 (Standard Agreement) – Dock Dimensions as part of the solicitation.
Addendum #1
IFB No. C23950012 Page Three
Question #9: Under the “Dock Operation Requirement” section it notes the gangway shall be 3’ or wider. Can the bidder assume that the 3’ requirement is the inside clear dimension? Does the Gangway require a handrail? What is the live load/deflection requirement for the gangway?
Clarification: Yes, Handrail and 3’ requirement is the inside clear dimension.
Question #10: How long is the Gangway? Can the bidder assume the gangway is to be made of Aluminum?
Clarification: The gangway can be as long as necessary to achieve the fluctuating water levels yes it can be made of aluminum.
Question #11: Under the “Construction Features” section, it calls for a hot dipped galvanized tube frame dock design. Will CA Parks and Recreation accept a concrete dock system. A concrete dock offers more stability, durability, and longevity than a steel dock system.
