C2026200_OCTMarketingContractor_RFP Page 5 of 18
The Trust, created in 2001 by the Oregon Legislature, is celebrating its 25th anniversary in fall 2026. It’s an opportunity to remind Oregonians of the value of culture and how they’ve stepped up to support it over the decades. No other state in the nation, for instance, offers an opportunity like the Trust, which provides a 100 percent tax credit to inspire cultural contributions by taxpayers. The credit is offered to those who match their cultural donations with a gift to the Trust. As uniquely Oregonian as public beaches and the Bottle Bill, the Trust has established itself as a stable source of funding for nearly 1,700 arts, heritage and humanities organizations across the state.
In calendar year 2025, Oregonians donated over $5.2 million to the Trust. Fifty-eight percent of that amount will be awarded to cultural nonprofits. The remaining 42 percent will grow the Trust’s permanent fund, currently valued at over $53 million. The Trust’s grant programs fund five statewide partners, 45 county and Tribal coalitions, and qualified cultural nonprofits through competitive grants.
The Trust also has its own Oregon license plate, which serves as a revenue source. This license plate features original art that serves as a celebratory, foundational brand. Marketing for license plate sales has become a regular activity for the Trust.
With the upcoming milestone anniversary and the critical year-end fundraising campaign season ahead, the Trust is seeking a communications partner to help implement and elevate its efforts to support arts, culture, heritage and humanities across the state.
2.4 SCOPE OF WORK/SPECIFICATIONS
Proposer will provide communication and outreach support to the Trust. Support will include, but not be limited to:
• Communications around the 25th anniversary of the Oregon Cultural Trust:
Collaborate on building multi-month digital, storytelling and marketing campaign – from strategy to planning to execution - for the 25th anniversary of the Trust, including creative concepts, potential paid and earned media and influencer collaborations, giveaway items, a dynamic web presence and more. The anniversary will culminate in an event and related materials (including but not limited to promotion of a new report, billboards, event banners, and direct mailings) celebrating 25 years of impact in late October 2026. The anniversary will continue as a theme in communications through the end of 2026 and into 2027.
• The Trust’s fundraising campaign for calendar year 2026: Collaborate on planning, strategy and execution of this year-end campaign. Work around this effort will launch immediately, with implementation ramping up and culminating at the end of 2026. The campaign will lean heavily on the 25th anniversary messaging and design, as well as the impact stories told within the 25th anniversary campaign and others.
• Collaborate with other Agency contractors, as directed: Collaboration could include contractors for the Trust website and with other communications contractors.
• Continuing communications support: Beyond the two focus areas mentioned above and into 2027, Proposer will provide continued support for communications efforts for the Trust. Continuing communications support will include the following activities:
o Participating in regularly scheduled meetings via Zoom or Teams;
o Collaborating with Agency as needed on strategy, audience assessment and
C2026200_OCTMarketingContractor_RFP Page 6 of 18 tactical planning;
o Craft copy as needed for a variety of materials, such as press releases, fundraising collateral, and eblasts;
o Collaborate on calendaring and crafting social media content for posts and reels as needed;
o Providing graphic design as needed for collateral, such as print ads, banners, giveaways and fundraising letters, in alignment with creative guidelines and messaging;
o Providing management updates to key communications resources, such as the “tax credit quiz” or related content;
o Assisting in outreach efforts to various cultural nonprofits and coalitions as partners in the Trust’s year-end fundraising messaging; and o Other services mutually agreed upon by the Trust and Successful proposer as beneficial and in furtherance of the project.
All proposed public relations and communication services and work product (such as video files, pictures, sound bites, etc.) will be subject to review and approval by the Trust and will become property of the Agency.
The Successful Proposer shall meet the highest standards prevalent in the industry or business most closely involved in providing the Goods and/or Services that the Agency is purchasing under this RFP.

4.9.3 PREFERENCES
4.9.3.1 Oregon Supplies and Services
Agency prefers Oregon goods and services, and for evaluation purposes, per ORS 279A.128, Agency shall subtract 10% from the price for any Proposer proposing all Goods fabricated or processed or all Services performed entirely in Oregon before calculating the price score.
4.9.3.2 Recycled Materials
In comparing Goods from two or more Proposers, if at least one Proposer offers Goods manufactured with Recycled Materials, and at least one Proposer does not, Agency will select the Proposer offering Goods manufactured from Recycled Materials if each of the conditions specified in ORS 279A.125 (2) exists following any adjustments made to the price of the Goods according to any applicable reciprocal preference.
4.9.3.3 Tiebreakers
Oregon Supplies: If Agency receives Proposals identical in price, fitness, availability, and quality and chooses to award a Contract, Agency shall award the Contract in accordance with the procedures outlined in OAR 137-046-0300.
4.10 POINT AND SCORE CALCULATIONS
Scores are the values (0% through 100%) assigned by each evaluator to each evaluation criterion.
Points are the maximum possible value for each evaluation criterion as listed in the table below.
The scores will be used as a percentage multiplier of the maximum possible points for that criterion.
MAXIMUM POINTS POSSIBLE 100
4.10.2.1 Project Implementation Plan 45
4.10.2.2 Qualifications 45
4.10.2.3 Pricing Narrative 10
EXAMPLE:
C2026200_OCTMarketingContractor_RFP Page 15 of 18
Proposal A receives a score from evaluator #1 of 30% on an evaluation criterion worth 50 points. (50 multiplied by 30% is 15). The calculated point for this evaluation criterion from evaluator #1 is 15.
Calculated points for all evaluation criteria across all evaluators are combined to receive the Total Calculated Points for the Proposal.
4.11 RANKING OF PROPOSERS
After any applicable preference has been applied, the SPC will determine the rank of each Proposal, with the highest Total Calculated Points receiving the highest rank, and successive rank order determined by the next highest Total Calculated Points.
Agency may, in Agency’s sole discretion, determine an apparent successful Proposer with no additional rounds of competition. If additional rounds are conducted, Agency will rank advancing Proposers at the conclusion of each subsequent round and may determine an apparent successful Proposer at any time during the solicitation process.
If Agency conducts two or more rounds of competition, the rounds will be scored independently. Once the ranking from a previous round is complete and a Competitive Range has been determined, Proposers participating in a subsequent round will compete on an equal basis – Total Calculated Points from the previous round will be set aside and will not carry over.
The Proposer with the highest Total Calculated Points from the final round will receive the highest final ranking.
4.12 NEXT STEP DETERMINATION
At the conclusion of a round of competition, Agency may choose to conduct additional round(s) of competition if in the best interest of the State. Additional rounds of competition may consist of, but will not be limited to:
• Interviews
• Presentations/Demonstrations/Additional Submittal Items
• Discussions and submittal of revised Proposals
• Serial or simultaneous negotiations
• Best and Final Offers
4.12.1 Competitive Range Determination
If Agency, in its sole discretion, determines that one or more additional rounds of competition is necessary, it will select a Competitive Range to indicate the Proposers that will be invited to participate in a subsequent round. The Competitive Range may include all, or at Agency’s sole discretion, some (based primarily on a natural break in the distribution of scores), of the Proposers from a previous round. Agency will post a notice in OregonBuys of its Competitive Range Determination and provide details about the process and schedule for the subsequent round.
4.13 ADDITIONAL ROUNDS
If Agency conducts two or more rounds of competition, the rounds will be scored
C2026200_OCTMarketingContractor_RFP Page 16 of 18 independently.
SECTION 5: AWARD AND NEGOTIATION
5.1 AWARD NOTIFICATION PROCESS
5.1.1 Award Consideration
Agency, if it awards a Contract, shall award a Contract to the highest-ranking Responsible Proposer based upon the scoring methodology and process described in Section 4. Agency may award less than the full Scope defined in this RFP.
5.1.2 Intent to Award Notice
Agency’s Intent to Award Notice will be published as an Amendment in OregonBuys notifying that Agency intends to award a Contract to the selected Proposer subject to successful negotiation of any negotiable provisions.
5.2 INTENT TO AWARD PROTEST
As an Intermediate Procurement, no award protest opportunity is required or allowed.
5.3 APPARENT SUCCESSFUL PROPOSER SUBMISSION REQUIREMENTS
Proposer who is selected for a Contract award under this RFP will be required to submit additional information and comply with the following:
5.3.1 Insurance
Prior to execution of the Contract, the apparent successful Proposer shall secure and demonstrate to Agency proof of insurance coverage meeting the requirements identified in the solicitation or as otherwise negotiated.
Failure to demonstrate coverage may result in Agency terminating Negotiations and commencing Negotiations with the next highest-ranking Proposer. Proposer is encouraged to consult its insurance agent about the insurance requirements contained in Insurance Requirements (Exhibit B of Attachment F) prior to Proposal submission.
5.3.2 Taxpayer Identification Number
Proposer shall provide its Taxpayer Identification Number and backup withholding status on a completed W-9 form when requested by Agency or when the backup withholding status or any other relevant information of Proposer has changed since the last submitted W-9 form, if any.

C2026200_OCTMarketingContractor_RFP Page 17 of 18 http://sos.oregon.gov/business/pages/register.aspx for Oregon Business Registry information.
5.4 CONTRACT NEGOTIATION
5.4.1 Negotiation
After selection of a successful Proposer, Agency may enter into Contract negotiations with the successful Proposer. By submitting a Proposal, Proposer agrees to comply with the requirements of the RFP, including the terms and conditions of the Sample Contract (Attachment F), with the exception of those terms listed below for negotiation.
Proposer shall review the attached Sample Contract and note exceptions.
Proposer must submit those exceptions to Agency during the Questions / Requests for Clarification period set forth in Section 1.2. Unless Agency agrees to modify any of the terms and conditions, Agency intends to enter into a Contract with the successful Proposer substantially in the form set forth in Sample Contract (Attachment F).
It may be possible to negotiate some provisions of the final Contract; however, Agency is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that the State of Oregon believes modifications to the standard provisions constitute increased risk and increased cost to the State. Therefore, Agency will consider the Scope of requested exceptions in the evaluation of Proposal.
Any subsequent negotiated changes are subject to prior approval of the Oregon Department of Justice.
Agency is willing to negotiate all items, except those listed below:
• Choice of law
• Choice of venue
• Constitutional requirements
• Requirements of applicable federal and State law
In the event that the parties have not reached mutually agreeable terms within 7 calendar days, Agency may terminate Negotiations and commence Negotiations with the next highest-ranking Proposer.
