About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for Oregon Request for Proposal S-12300-00016768, issued by the State of Oregon Business Development Department on behalf of the Oregon Cultural Trust. The procurement seeks a Strategic Communications & Marketing Contractor to support the Trust's 25th anniversary communications, fundraising initiatives, and efforts to promote arts, culture, heritage, and humanities throughout Oregon. The attachment requires proposers to disclose their participation in certified disadvantaged business programs and to outline their outreach strategies for engaging subcontractors.
The outreach plan requires proposers to identify whether they are Oregon-certified firms under ORS 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID), including designations as disadvantaged business enterprises, minority-owned, woman-owned, veteran-owned, or emerging small businesses. Proposers must list prior contractual relationships with certified firms from the previous two years, identify potential subcontracting opportunities with estimated dollar values, and describe steps to solicit certified firms for participation. The form explicitly states that submitted information will not be scored in the evaluation process. Proposers must also indicate willingness to report subcontractor identities and values to COBID upon contract award. Certified firms are afforded equal opportunity requirements under state funding regulations, and reasonable steps must be taken to ensure their participation in subcontracting opportunities arising from this procurement.
