About this file
This is Addendum #01 to a Request for Proposals (RFP) from the Oregon Business Development Department for the Oregon Unmanned Aircraft Systems ("UAS") Strategic Plan (OBDD RFP no. C2024754, OregonBuys no. S-12300-00012094). The addendum addresses three key questions regarding the RFP's requirements, clarifying that proposals are limited to 12 pages (excluding cover page but including resumes), stakeholder engagement should focus on Oregon entities only, and the prioritization of UAS sub-segments should be driven by the proposer's analysis of global markets and opportunities under Task 2.
The addendum provides strategic guidance on how proposers should approach market analysis and stakeholder engagement. While entities outside Oregon are not considered stakeholders, the document notes that examining competing states and businesses could inform market trajectory analysis. Additionally, the document clarifies that prioritization of UAS sub-segments (such as advanced air mobility, drone delivery, or data collection/analytics) should be determined by the proposer's assessment of market opportunities rather than predetermined preferences.

Addendum #01 to Request for Proposals:
Oregon Unmanned Aircraft Systems (“UAS”)
Strategic Plan
OBDD RFP no. C2024754 OregonBuys no. S-12300-00012094
The Oregon Business Development Department received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature.
Thank you to all who asked for clarifications, and for your continued interest.
1. Does a cover page or staff resumes count toward the page limit?
Response: Per Section 3.2.2 of the RFP the Proposal is limited to 12 pages. Individual sections’ page limits, if any, are described in 3.3. A cover page would not count towards the page limit. Key Person and Resumes will count toward the Proposal page limit and is not further limited in Section 3.3.8.
2. Should the stakeholder engagement include entities outside Oregon to benchmark practices or establish partnerships?
Response: No, entities outside Oregon are not stakeholders in Oregon’s strategic plan.
Stakeholders are entities that have something “at stake” regarding Oregon’s plan development or execution. That said, it could be beneficial to be looking at what competing states or businesses outside the state are doing, to determine where the market is headed as strategies for the State are developed and refined.
3. Are there specific UAS sub-segments to prioritize (e.g., advanced air mobility, drone delivery, data collection/analytics)?
Response: Proposer’s analysis of global markets and opportunities under Task 2 should drive prioritization. For example, if Proposer determines Advanced Air Mobility (AMM) is the greatest opportunity then reasonably AAM should be the highest priority.
