About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation Procurement Office for RFP S-73000-00012095 regarding Safe Routes to School Support Services. Alta Planning + Design, Inc. has been selected for contract negotiations to provide personal services as specified in the RFP. The award was announced on July 22, 2025, with Heidi Manlove and Xao Posadas designated as ODOT Project Managers. The negotiation process follows a structured timeline requiring the consultant to establish work sessions within 5-10 business days, submit comments within 5 days of the work session, and complete a Breakdown of Costs (BOC) within 5-10 business days of the final scope. ODOT will respond to BOC submissions within 5-10 business days, followed by legal sufficiency review within 20 days and signature routing within 6-8 days. No work is authorized until the contract is executed and a written Notice to Proceed is issued by the ODOT Project Manager. The protest period for competing proposers expires at 4:00 p.m. on July 29, 2025, with protests limited to proposers ranked higher than selected firms who can demonstrate ineligibility of higher-ranked proposers.

The award submittal requirements include certificates of insurance, COI disclosure, a list of subconsultants, a responsibility inquiry form, and authorization for direct deposit payments via Automated Clearing House (ACH) if the consultant receives ongoing monthly payments. The consultant must demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal specified in the RFP. If negotiations cannot be completed within the established timeline or if agreement on costs and task requirements cannot be reached in good faith, ODOT reserves the right to terminate negotiations and begin discussions with the next highest-ranked firm in accordance with Oregon Administrative Rules.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
