About this file

This is Addendum #1 to Request for Quotes (RFQ) No. C2023305 issued by the Oregon Business Development Department (OBDD), also known as Business Oregon, for the procurement of Arts and Culture Writers through the OregonBuys Open Market Bid system. The addendum addresses inquiries received from potential proposers regarding the requested writing services and clarifies terms related to intellectual property rights and submission procedures. While the addendum does not modify the original RFQ directions, it provides guidance for proposal development.

The addendum establishes that OBDD retains full ownership of the copyright on all deliverables, with no negotiation permitted on this matter; however, OBDD reserves the right to grant publication licenses at its sole discretion. Regarding work sample submissions, proposers may submit links to portfolio materials in lieu of PDF files, though proposers bear sole responsibility for ensuring links are accurate, current, and functional throughout the evaluation period. OBDD will not accept late work samples in any format, placing the burden entirely on proposers to maintain accessible links during the review process.

Addendum #1 to RFQ No. C2023305

OregonBuys Open Market Bid S-12300-00008179

“Arts and Culture Writers”

The Oregon Business Development Department (OBDD or Business Oregon) has received several questions regarding the requested services, and this addendum serves to answer the questions received to date. None of the answers in this Addendum #1 modify or add to the directions in the RFQ document, but may provide useful information for drafting a proposal.

Thank you for your continued interest in this Project.

Q1. Regarding the ownership of the copyright of the work, is there room for negotiation such that the writer could retain copyright on the deliverables?

A1. No. OBDD will own the copyright on the deliverables. OBDD may grant a license to publish the deliverable work elsewhere at the sole discretion of OBDD.

Q2. Can proposers submit links for work samples in lieu of pdfs?

A2. Yes. However, it is the sole responsibility of the proposer to provide accurate and up-to-date links that are available at the time of evaluation. OBDD will not accept late work samples via pdf files or other formats under any circumstances. The proposer is solely responsible for ensuring the links continue to work during the evaluation process.
