About this file

This file is an Addendum #1 to Request for Proposal (RFP) No. C2023075 issued by the Oregon Business Development Department (OBDD), also known as Business Oregon, for the production of Agency Marketing Videos through the OregonBuys Open Market Bid system (S-12300-00006087). The addendum addresses clarifications regarding the scope of work for video production services. The contractor is responsible for production expenses including talent, stock footage, voiceover, and music rights, but is not responsible for subsequent advertising or marketing costs associated with the videos. The project requires filming across multiple Oregon regions representing diverse geographies including the coast, urban areas, high desert, forest, and specific regions such as eastern/northeastern Oregon, the Columbia Gorge, Portland/Willamette Valley, southern Oregon, and central Oregon. While a minimum of four filming locations is specified, no maximum number of regions is established; instead, the videos should showcase as many regions as the available budget allows to represent Oregon's unique geographic diversity.

The addendum clarifies that the scope of work is limited to video production services and explicitly excludes additional services such as translation, Spanish voiceover, or Spanish captioning. Accessibility requirements are limited to standard captioning or subtitles in English. The document does not reference pricing terms, set-asides, incumbents, funding sources, or contract term details, indicating that these elements are addressed in the original RFP document rather than in this clarification addendum.

Addendum #1 to RFP No. C2023075 OregonBuys Open Market Bid S-12300-00006087 “Agency Marketing Videos”

The Oregon Business Development Department (OBDD or Business Oregon) has received several questions regarding the requested services, and this addendum serves to answer the questions received to date. None of the answers in this Addendum #1 modify or add to the directions in the RFP document, but may provide useful information for drafting a proposal.

Thank you for your continued interest in this Project.

Q1.The first one is to clarify if we, as the Proposer, would be responsible for any of the advertising or marketing efforts associated with these videos? We just wanted to confirm if that was inside or out of the scope of work. This question comes from page 3, under Point #5 where it says "Costs for talent, stock footage, voiceover, or other external, non-perpetual costs, and music rights are to be included."
A1.Expenses are only related to the production of the videos. The Contractor would not be responsible for marketing or advertising costs.
Q2.Secondly, of the 12 state regions in Business Oregon's Strategic Plan, is there a number of expected regions to be included in filming locations? With at least 4 locations minimum, is there an anticipated number of maximum locations for filming the project? (Page 3 under point #2)
A2.OBDD does not have a maximum amount of regions expected to be included as filming locations. The videos should showcase as many as the budget will allow. The videos should represent most of Oregon’s unique geographies: coast, urban, high desert, forest. Or ideally to represent or contain imagery of eastern/northeastern Oregon, Columbia Gorge, Portland/Willamette Valley, Oregon coast, southern Oregon, and central Oregon.
Q3.Thirdly, beyond captioning/subtitles, are there more services anticipated for this video project to reach a wide audience? For example, the need for Spanish voiceover or captioning, etc? (Page 3 under point #6)
A3.This RFP does not ask for other services such as translation or voice over services.
