Addendum #2 to OBDD RFP No. C2022162

This document is Addendum #2 to an Request for Proposal issued by the Oregon Business Development Department (OBDD) for a Strategic Communications Plan focused on Innovation and Entrepreneurship. The RFP seeks comprehensive strategic communications services including the development of a communications plan, marketing collateral creation, plan implementation, team training, and results measurement within a six-month contract period. The project encompasses multiple deliverables such as videos, infographics, press releases, and email campaigns, with strategies designed to generate excitement through in-person or virtual events celebrating innovation and entrepreneurship. Proposers are required to develop a comprehensive strategy and submit at least three possible milestones or specific campaigns with corresponding success metrics and timelines. The project manager at the Innovation and Entrepreneurship division will lead the approval process, with milestone deadlines to be negotiated as part of the contract award. Extensions may be granted if delays occur due to the approval process.

The total budget allocation for this project is $145,000, which includes all paid digital media costs. Additionally, approximately $5,000 is allocated specifically for in-person events. Business Oregon acknowledges that full results may not be realized within the six-month contract period but anticipates implementation of the strategic communications strategy will continue beyond contract termination into 2022. The contractor will be responsible for developing messaging and communications tactics targeting policymakers regarding the 10-Year Innovation Plan and the establishment of an Ecosystem Ambassador program. Business Oregon has not conducted prior market research or message testing on innovation in Oregon, indicating this is a foundational strategic effort to support continued legislative backing through favorable innovation-based policy and funding.

Addendum #2 to OBDD RFP No. C2022162 Oregon Buys Open Market Bid S-12300-00002407 “Strategic Communications Plan-Innovation”

The Oregon Business Development Department has received additional questions regarding the requested services, and this Addendum #2 serves to answer these questions (please also refer to Addendum #1 for questions and answers). None of the answers in this Addendum #2 modify or add to the directions in the RFP document, but may provide useful information for drafting a proposal.

Q1.Can Business Oregon provide an outline of the expected deliverables as part of the “collateral" and "tool kit" for this project? For example, videos, infographics, press releases, email campaigns, etc. Video can take longer to create based on the style requested and generally are more expensive to produce, but is typically the best medium for storytelling and to reiterate the level of innovation Business Oregon is seeking to brand and align with.
A1.We expect each proposer to put together a comprehensive strategy that will give us the most impact for our budget.
Q2.What is the approval process for the milestones of this Project? For example, the strategic communications plan will likely need to be presented, feedback provided by Business Oregon, edits made and approved—same with any marketing collateral. How many people are involved in the approval process and what does the timeline for approval look like? If delays in the project occurred due to the approval process, would an extension be given to the end of contract date?
A2.The project manager at the Innovation and Entrepreneurship (I&E) division will lead the process and will engage other members of the I&E team as appropriate. If delays in the project occur as a result of the approval process, we would grant an extension. Milestones and deadlines will be negotiated as part of the contract/award.
Q3A.It appears from the RFP that the contractor will develop the strategic communications plan, marketing collateral, implement the plan, train the team and be responsible for showing results within a 6 month timeframe. This is a significant amount of work to facilitate in that short of a time frame. Is Business Oregon open to extending the contract period or initiating ongoing support from our agency if that were the case?
Q3B.The RFP says the 6-month Project will include both the development of a communications plan and its implementation. What is the desired timeline for communications plan development? What is the desired timeline for communication plan execution?
A3.The contractor will develop the strategic communications plan, marketing collateral, train the team and begin implementing the plan during the 6-month timeframe. We understand that we will not see the full results in 6 months.
Q4.If the budget presented includes implementation, does that mean paid digital will need to come out of the $145k? Or does Business Oregon have a separate budget for paid media?
A4.The $145k includes the budget allocated to paid digital.
Q5.How many innovation celebrations do you contemplate under this budget? Do event costs come out of the $145k, or is there a separate budget for events?
A5.Developing strategies for generating excitement through in-person or virtual events that celebrate innovation and entrepreneurship is just one of many attributes that the plan may include. We have approximately $5,000 to allocate toward in-person events.
Q6.The RFP’s first success metric is “continued support from Oregon State Legislature,” but the next Legislature will not convene until after the project is complete. Is this a qualitative metric (i.e. favorable statements from key legislators / candidates for Governor and legislature)? Or does Business Oregon see this campaign potentially extending into the legislative session?
A6.The contract will not be extended, but the messaging will continue to be used beyond the contract’s termination date. We anticipate Business Oregon continuing to implement the strategic communications strategy well into 2022. We understand that we will not see the full results in 6 months.
Q7.The 2022 campaigns for Governor and the legislature will be dominating media coverage and the mindshare of elected officials during the time the campaign is to be running. How do you see that playing into the timeline and desired outcomes of the campaign, if at all?
A7.Regardless of state-wide, national and world events, we are confident that a strategic plan focusing on the value of innovation provides value. As such, we do not anticipate modifying the timing of our plan.
Q8.What communications tactics has Business Oregon used in the past to connect with policymakers about innovation/ the 10-Year Plan? What’s worked/ what has not?
A8.Futures Commission Members and staff met with Legislators and participated in a hearing with the House Economic Development Committee in 2020 and 2021. We have not made formal asks for actions at this point, as we were instead educating policymakers about the 10-Year Innovation Plan.
Q9.Is there existing market research that informs messaging about innovation in Oregon?
A9.Business Oregon has not conducted market research nor message testing about innovation in Oregon.
Q10.What messages have you used in the past to communicate with policymakers about the 10-year plan?
A10.Futures Commission Members and staff provided basic summary information about the 10-Year Innovation plan and the Futures Commission process.
Q11.The RFP states that Business Oregon is seeking support from the Oregon state legislature. What is the specific action you would like from legislators?
A11.Continued support from the legislature includes favorable innovation-based policy and funding.
Q12.How do you define Ecosystem Ambassadors and stakeholders? What are some examples of each?
A12.The 10-Year Innovation Plan contemplates developing “an Ecosystem Ambassador program to elevate the voices of champions for innovation and entrepreneurship. Using the stakeholder engagement processes as a guide, it is recommended that ‘brand champions’ are identified – those who are able to positively advocate on behalf of the innovation ecosystem; draw attention to important issues, events, and resources; and make virtual connections across the state.”
Q13.Can you clarify what you mean by “include at least three possible milestones or specific campaigns and how you would measure success” from page 7 of the RFP?
A13.There are many possible plans of action to spend this budget and achieve the desired outcomes. Responses must include a recommended approach, including at least 3 milestones or campaigns as well as the timeline for these activities and how success will be measured.
