About this file

This is Addendum #1 to Request for Proposals (RFP) No. C2020605 issued by the Oregon Business Development Department for a Qualified Vendors List of Small Business Consultants through the OregonBuys Open Market Bid system (S-12300-00004074). The addendum addresses clarifications regarding proposal submission requirements and evaluation criteria. The RFP seeks qualified small business consultants to provide services across multiple areas of expertise, though specific service categories and project scope are not detailed in this addendum document. The original RFP deadline for proposals remains unchanged, and no specific response due date is provided in this addendum.

The addendum clarifies that there are no page limits for proposal responses, contrary to an erroneous reference in the original RFP checklist. Professional letters of recommendation are optional but acceptable as supplementary materials. Proposers are not required to demonstrate expertise in multiple service areas and are encouraged to apply regardless of the number of areas in which they have experience. Evaluation will not favor proposers with expertise across multiple areas over those with specialization in fewer areas; however, proposers with broader expertise may be more competitive for subsequent contract selections. Proposers are instructed to honestly outline all areas of expertise strength and identify which areas represent particularly strong qualifications versus areas of lesser expertise.

Addendum #1 to RFP No. C2020605 OregonBuys Open Market Bid S-12300-00004074 Intermediate Procurement Request for Proposals:

Small Business Consultants Qualified Vendors List

The Oregon Business Development Department has received several questions regarding the requested services, and while the deadline for proposals remains unchanged, we wish to provide responses to the questions received to date. None of these answers modify or add to the directions in the original RFP document, but the answers may provide useful information for drafting a proposal. Thanks for your continued efforts and interest.

Q1.Is there a page limit per section or a page limit for the entire submission? Section 1.8 indicates a page limit in the checklist.
A1.There are no page limits in the response section of the proposals. The checklist included a reference to page limits in error. We regret the mistake.
Q2.Would OBDD like professional letters of recommendation?
A2.Such letters are not required, but a proposer may submit them to us as part of their proposal.
Q3.Are proposers evaluated based on how many of the services they can provide or based on their experience? What if a proposer has experience in only one area?
A3.Proposers are not required to have more than one area of expertise, and proposers are encouraged to apply regardless of the number of areas in which they have experience as consultants.
Q4.Regarding Q3 above, would a proposer that has qualifications across more of the services be rated higher than another that only has qualifications for several?
A4.Proposers with demonstrated expertise in more than one area will not be scored higher than proposers with fewer. However, a proposer with more areas of expertise may be more competitive for project contract selection. Proposers should honestly outline all of the areas in which they have strength of expertise and can rank in their proposals which of those areas are particularly strong and in which areas they have expertise but not as much as the others.
