About this file

This document is a Q&A related to a Request for Proposals (RFP) issued by the New York State Office of Mental Health for Preventive Maintenance Services for the Building Management System (BMS) and ancillary equipment at the Elmira Psychiatric Center facility located at 100 Washington Street, Elmira, NY. The RFP seeks a contractor to provide preventive maintenance and time and material repair services for the facility's BMS, which is a Schneider Electric SmartStruxure system. The contract term is from 11/1/24 to 10/31/29.

The RFP indicates that the procurement is subject to the New York State Finance Law Sections 139-j and 139-k, the Procurement Lobbying Act, and only the designated point of contact should be contacted during the restricted period. There are no set-aside, minority, women, or disadvantaged subcontracting goals. The RFP lists several businesses that have been awarded similar contracts in the past five years, including Day Automation Systems, Johnson Controls, and Schneider Electric.

Questions and Answers

# Question Answer can you tell me which manufacturer of controls is there – or tell me where to find it in the docs

The Facility equipment is controlled and monitored by the Schneider Electric SmartStruxure Building Management System.

The manufacturer information is found on page 25 of the BP, first page of the Appendix D Scope of Work, under the Contractor General Responsibilities section 2.
