About this file

This is a Memorandum of Agreement (MOA) between Trident Refit Facility, Bangor (TRFB) and a non-SUBSAFE qualified contractor for performing thermal spray repairs on Submarine Safety (SUBSAFE) BPS-15/16 mast assembly components. The MOA establishes certification responsibilities and quality assurance requirements for the contractor to accomplish thermal spray repairs, required preparation, in-process and final machining, and supporting inspections on specified radar mast components. Weld repairs and hydrostatic testing are explicitly excluded from the scope. The work is performed under contract number TBD and remains effective from the date of last signature through contract fulfillment.

TRFB serves as both the Naval Supervising Authority (NSA) and Lead Maintenance Authority (LMA), responsible for providing final specifications, test procedures, objective quality evidence lists, component marking with unique Thermal Spray Job Control Record Serial Numbers, and conducting formal receipt inspections and technical/quality assurance oversight including on-site visits during thermal spray and nondestructive testing processes. The contractor must verify component markings, perform all work per provided procedures, notify TRFB seven workdays prior to dye penetrant inspection to allow on-site oversight, maintain material control of components at all times, complete all required objective quality evidence documentation with permanent ink and certified signatures including employee identification numbers, notify TRFB immediately of any unplanned events or conditions not meeting specifications, and provide a completion letter confirming satisfactory accomplishment. Work cannot be outsourced or subcontracted without written approval from TRFB's SUBSAFE Program Director, with the limited exception of dye penetrant inspection conducted by a subcontractor within the contractor's controlled facility under contractor employee supervision. Enclosure (1) provides specific component identifications and their corresponding Thermal Spray Job Control Record Serial Numbers for both AN/BPS-16 and AN/BPS-15 mast assemblies.

1. Purpose. This memorandum of agreement (MOA) establishes the requirements to allow for the accomplishment of thermal spray repairs to Submarine Safety (SUBSAFE) BPS-15/16 masts assembly components accomplished by AWARDEE for Trident Refit Facility, Bangor (TRFB).

This MOA delineates the specific responsibilities between TRFB and AWARDEE for certification and satisfies the requirement of references (a) through (l) and (q). It is noted that AWARDEE is not a qualified NAVSEANOTE 5000 entity but is working under the oversight of

TRFB.

2. Applicability. This MOA is applicable to all SUBSAFE BPS-15/16 mast assembly components shipped to AWARDEE for thermal spray repairs from the date of the last concurrence signature of this MOA (see paragraph 9), under contract number TBD. This MOA will remain in effect from the date of issue until contract fulfillment.

3. General Information

a. The Naval Supervising Authority (NSA) is TRFB.

b. The Lead Maintenance Authority (LMA) is TRFB.

4. Work Scope

a. The scope of the work and testing addressed by this MOA includes the thermal spray repairs of SUBSAFE BPS-15/16 mast assembly components, required preparation, in-process, and final machining, and supporting inspections.

b. Any type of weld repair or hydrostatic test is specifically excluded from the scope of this

MOA.

5. Responsibilities for Accomplishment of Work

a. TRFB will:

(1) Provide final specifications and test procedures. The procedures may be detailed in nature, or outlines, depending on the vendor’s in-house procedures. The procedures provided by TRFB shall contain all required signature blocks that are not already part of the vendor’s in-house quality assurance (QA) forms. Current procedures are detailed in reference (h) and (q).

(2) Provide a list of the required Objective Quality Evidence (OQE) to ensure compliance with NAVSEA specifications.

(3) Prior to delivery to AWARDEE, each SUBSAFE BPS-15/16 mast component will be marked with the unique Thermal Spray Job Control Record Serial Numbers (TSJCR S/N) shown in enclosure (1). Ensure the REC has been revised to include the marking of components and thermal spray repairs.

(4) If required conduct URO/MRC inspections and complete associated reports per reference (g).

b. AWARDEE will:

(1) Prior to commencing work, verify each SUBSAFE BPS-15/16 mast assembly components received have been marked on a non-affected surface with a unique TSJCR S/N shown in enclosure (1).

(2) Perform all work and testing as negotiated, and per work and test procedures provided by TRFB. If work defined by references (h) and (q) are not covered by contract number TBD, then contact the TRFB point of contact (POC) before commencing work.
