About this file

This Statement of Work (SOW) details a one-year Fiber Blow Machine Equipment Rental for PSNS&IMF, located in Bremerton, WA, covering the period from 1/25/2026 to 1/24/2027. The contractor is required to provide a complete fiber blow machine package, including a pI/AC Unit, Blowhead, fiber inlet guides, fiber inlet guide, pavoff case, and a tripod, with the machine to be stored and operated by S/51 licensed personnel for installing fiber optics. The rental period begins when the equipment leaves the contractor's facility and ends when the machine is received back at their facility.

The SOW includes a Quality Assurance Surveillance Plan (QASP) that establishes performance measurement standards, requiring 100% compliance across several key objectives: ensuring repaired equipment functions as intended, maintaining good communication with the government (addressing issues within 24 hours), providing assessment reports, and complying with FAR Clause 52.222-50 regarding combat trafficking in persons. The contractor must also report all labor hours via a secure Navy data collection site (https://doncmra.nmci.navy.mil) for each government fiscal year, with data to be submitted no later than October 31 of each calendar year.
