PERFORMANCE WORK STATEMENT

C-17 ENGINE MAINTENANCE PLATFORMS

12 March 2020

DESCRIPTION OF SERVICE: The contractor shall provide all management, tools, supplies, materials, equipment, labor, and inspection necessary to fully disassemble C-17 Engine Maintenance Platforms located in Dover Air Force Base then transport to be reassembled and refurbished in place on Joint Base Charleston.

OBJECTIVE: The objective of this requirement is to transport and refurbish two sets of C-17 Engine Maintenance Platforms to complete operational status and warranty them for one year.

SCOPE OF WORK: The contractor will provide all management, tools, supplies, equipment, labor, and supervision necessary to disassemble, transport from Dover Air Force Base to Joint Base Charleston, refurbish, and install two sets of C-17 Engine Maintenance Platforms that were manufactured by HHI Corporation. Provide training and training materials to the end user.

Training materials will include operation and maintenance manuals as well as one complete training session for base personnel. Additionally, provide a one year warranty after completion and acceptance.

STANDARDS: Upon completion, the contractor must perform an operational test to ensure the C-17 Engine Maintenance Platform is fully operational and meets all standards. The contractor must provide written, signed, and dated certification to the Contracting Officer. Attesting that the operational test was conducted and the equipment functions in conformance with the appropriate AFOSH & OSHA standards and the manufacturer’s design standards.

DELIVERY: The contractor shall coordinate with a designated government personnel to establish a pickup and delivery of the two sets of C-17 Engine Maintenance Platforms.

TRAINING: The contractor shall provide a one-time training session as well as coordinate training with the Contracting Officer and a designated end user.

WARRANTY: The contractor shall provide a one year manufacturer’s warranty after the two sets of C-17 Engine Maintenance Platforms have been accepted by the Government.

GOVERNMENT FURNISHED PROPERTY: The two sets of C-17 Engine Maintenance Platforms are Government property.

HOUSEKEEPING: The contractor shall maintain housekeeping practices that reduce the risk of fire, damage and personal injury. Scrap materials, rubbish and trash shall be removed at least once every day from around the work area.

ENVIRONMENTAL & HAZARDOUS MATERIALS HANDLING: The contractor must present a material Safety Data Sheet (MSDS) for any chemicals brought on base for the purpose of fulfilling the requirements of this contract. This includes materials such as oil, grease, and paint. The contractor obtain a Hot Work Permit from the Fire Department at building 168 between the hours of 0630-1600 for any welding being done on base.

HOURS OF OPERATION: Normal working hours on base are 7:30am to 4:30pm, Monday through Friday.

SECURITY: All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the Government installation, shall abide by the base pass requirements and all JB Charleston & Dover AFB security regulations. The contractor will obtain and restricted area badge (RAB) or coordinate an escort when entering restricted areas.

The contractor shall be responsible for safeguarding all government property/equipment on which they are working. In the event of contractor leaving for the day with work incomplete, he or she shall secure the equipment to provide a safe workplace during their absence.

BASE ACCESS: The contractor shall obtain personal identification passes for all employees and vehicle passes for all their employees and vehicles requiring entry to JB Charleston & Dover AFB to fulfill requirement. Vehicle registration, proof of insurance and a valid driver’s license must be presented for all vehicles that will require access to each installation. The contractor will coordinate with the Contracting Officer for the current procedures to obtain temporary base access.
