About this file

This is a Brand Name Justification document issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) in Panama City, Florida, for the acquisition of spare and repair parts for carbon monoxide monitors used in naval diving operations.

The procurement is limited to The Lee Company brand components on a non-competitive basis. The specific items required are 100 orifices (PIN: RHGX0009740S) and 100 relief valves (PIN: PRFA2815250D). The total dollar value exceeds micro purchase levels but remains below the simplified acquisition threshold, allowing for simplified acquisition procedures. The justification is based on the unique technical requirements of the N85 Carbon Monoxide Monitors, which are integral to a highly specialized life support system under the NAVSEA Diving Certification Authority. Only articles successfully tested and certified under the U.S. Navy Diving and Manned Hyperbaric Certification Manual (SS521-AA-MAN-010) are authorized for use, and no substitutes are permitted. The Lee Company is identified as the Original Equipment Manufacturer and sole source capable of producing precision orifices and relief valves that meet the specific flow requirements and design specifications necessary for accurate monitor operation. The Contracting Officer has determined that this single-source award represents the best value and lowest overall cost alternative to meet the Government's needs.
