About this file
This is a Brand Name Justification document from the Naval Surface Warfare Center Panama City Division (NSWC-PCD) to procure mini embedded computers from Computer Medic dba Industrial Computers Inc. The procurement involves 50 units of the HBFBZ10-6412 Intel Celeron J6412 Mini Fanless Embedded Computer, which includes specific configurations such as 16GB DDR4-3200 SO-DIMM memory, 500GB M.2 2242 mSATA SSD, Windows 10 IoT Enterprise 2019 LTSC, and a 2-year standard warranty.
The justification for sole-source procurement is based on the requirement being part of a configuration-controlled system supporting fielded systems. Changing brands would necessitate re-testing, validation, and documentation updates, potentially causing significant project delays and fleet support risks. The acquisition will be conducted using simplified acquisition procedures, with the Contracting Officer determining that this represents the best value and lowest overall cost alternative. The requirement will be synopsized on sam.gov, and the total procurement is above micro-purchase levels but within the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document. The items listed in Paragraph 3 of this document are part of a configuration-controlled system. These items are needed to support fielded systems. If a different brand for these items were to be selected, the baseline have to go through testing and validation again, and documentation would have to be updated at a minimum. This would result in significant project delay and risk of lack of support for the fleet.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement.
Therefore, it is in the Governments’ best interest to acquire the Computer Medic dba Industrial Computers Inc. brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Computer Medic dba Industrial Computers Inc.
is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Computer Medic dba Industrial Computers Inc.is the only brand that can meet this requirement.
