About this file
This is a Brand Name Justification document from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) for acquiring specific McMaster-Carr materials for an ARMADA Depot at Stennis Space Center, MS. The procurement includes 34 upright pallet racks, 56 pairs of channel beams, 168 wire decking units, 14 packs of stainless steel wedge anchors, and 34 pallet rack row spacers. The contract requires delivery within 31 days of award and will be executed using simplified acquisition procedures with a total dollar value above micro-purchase levels but within the simplified acquisition threshold. The justification is based on the critical need to match existing depot equipment configuration to avoid recertification and potential mission failure, with time being the most crucial factor in this acquisition.

The Naval Surface Warfare Center Panama City Division (NSWC PCD) Adaptive & Asymmetric Systems Product Line has a requirement to construct a Service Depot for the ARMADA system of systems. This Depot is located in Stennis Space Center; MS. Current Depot equipment is already in place and Depot Service is strongly based upon the configuration of the materials in place.
The Depot was built using various configurations of the McMaster-Carr items listed in Paragraph 3

Highlight
1617655779.CIV
Highlight of this document. Alternative materials would increase the risk of damage to government owned property, to the point of mission failure. Time is ultimately the most critical part of this effort.
Equipment needing Depot Services is already backed up while this facility is expanded. A delivery within 31 days of award is CRITICAL for mission success.
As such, the Government does not expect significant savings through competition and does expect significant and unacceptable delays that will negatively impact this requirement. Therefore, it is in the Governments’ best interest to acquire the McMaster-Carr brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b)
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Use of a non- DoD contract will facilitate contract award through the use of Simplified Acquisition Procedures (SAP) to meet stringent U.S. Navy scheduling requirements.
7. Any other facts supporting the justification.
Equipment needs to match what is currently in use to negate the requirement of recertification.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, only the McMaster-Carr materials described in Section 3 would meet the current requirement.
