About this file
This is a Brand Name Justification document from the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) to acquire Swagelok brand high-pressure fittings for Damage Control Equipment for NAVSUP. The procurement involves six specific part numbers, including unions, elbows, valves, gaskets, and stem packing kits, with base quantities ranging from 15 to 600 units.
The justification emphasizes that only Swagelok components can be used in these specialized life support systems, which are subject to strict U.S. Navy Diving and Manned Hyperbaric Certification requirements. The document argues that using alternative equipment would be costly and potentially dangerous, as it would require recertification and might introduce harmful parameters to oxygen mask control manifold assemblies. The acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1).
Application for brand name description FAR 6.302-1(c).
Only Swagelok components can be used in Damage Control Equipment. These components form highly specialized life support systems under the NAVSEA Diving Certification Authority. Only those articles which have been successfully tested are qualified. Procedures are specified under SS521-AA- MAN-010 U.S. Navy Diving and
Manned Hyperbaric Certification Manual. The objective of this process is to verify that the life support system provides acceptable levels of operator safety throughout the specified operating range. Swagelok Company is a global developer and provider of high-quality and reliable fluid system solutions including products, assemblies and services for the research, instrumentation, process, oil and gas, power, petrochemical, alternative fuels, and semiconductor industries. Using alternate equipment would prove costly in time and dollars to the Government and to the mission by having to recertify the oxygen mask control manifold assemblies. Additionally, use of alternative components may change or introduce new parameters that may be harmful to the user of the oxygen masks.
Therefore, it is imperative that Swagelok brand of equipment is purchased.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Swagelok brand hoses and fittings is the only brand of equipment that will meet Government requirements.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, the Swagelok brand, is the only brand that can meet this requirement.
