This document is a Brand Name Justification for the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD). The procurement is for two Galleon brand G1 Rugged Micro Servers (Part Number: G1-2001-004-002) to be used in the Mine Countermeasures (MCM) Unmanned Surface Vehicle (USV) Mission Package Integration Lab (MPIL). The acquisition will enable the lab to integrate and operate classified hardware and software securely, supporting mission-critical development and testing efforts.
The justification emphasizes that these specific Galleon G1 Micro Servers are the only servers that can meet the government's requirements, citing unique capabilities such as seamless integration of Textron developed source code, management of source code and PCR repositories, and execution of software development efforts. The procurement will be conducted using simplified acquisition procedures, with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold. Rugged Micro Servers for the Mine Countermeasures (MCM) Unmanned Surface Vehicle (USV) Mission Package
Integration Lab (MPIL). Currently, the lab only contains a set of unclassified computers, limiting the ability to work with classified systems. This procurement will enable the lab to integrate and operate classified hardware and software securely, ensuring continuity of support for the MCM USV program and its mission-critical development and testing efforts.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C.
2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements FAR 6.302- 1(a)(2)(iii)(C).
The Galleon brand G1 Micro Server is the only brand of equipment that will meet the Government’s needs for the following reasons. The Mine Countermeasures Unmanned Surface Vehicle (MCM USV) Mission Package
Integration Lab (MPIL) currently only contains a set of unclassified computers, limiting the ability to work with classified systems. This procurement will enable the lab to integrate and operate classified hardware and software securely, ensuring continuity of support for the MCM USV program and its mission-critical development and testing efforts. A major function of the MPIL is to ensure that the MCM USV is fleet supported. These are the only micro servers that that can seamlessly integrate Textron developed source code and architecture from Textron SMEs through the SSA process. Additionally, these are the only micro servers that can facilitate the documentation and installation of support craft software including managing source code and PCR repositories within government owned infrastructure. Finally, these are the only micro servers that can seamlessly execute software development efforts to include software fixes, IA updates, feature additions, and early Autonomy Baseline (ABL) integration.
Failure to approve this purchase will prevent the lab from working with classified level hardware and software. This will delay mission-critical software support and integration efforts for the fleet and hinder progress in classified development work for the MCM USV program.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Galleon G1 Servers are the only micro servers that can meet the
Government’s needs.
7. Any other facts supporting the justification.
None
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
For the reasons specified in paragraph 4 above, Galleon G1 Servers are the only micro servers that can meet the
Government’s needs.
