About this file
This document is a Brand Name Justification for procuring Midwest Motion Products (MMP) motors and servo amplifiers for the Naval Surface Warfare Center Panama City Division (NSWC PCD). The acquisition involves purchasing 20 MMP BL87-435A-24V GRA81-059 Brushless R/A Gearmotors and 20 MMP SA-125200A Servo Amplifiers through simplified acquisition procedures. The justification emphasizes that these specific components are part of a configuration-controlled system, and using alternative brands would require extensive engineering modifications, leading to unplanned costs and project delays. The contracting officer has determined that the MMP brand represents the best value and lowest overall cost alternative, and the requirement will be set aside for small businesses and synopsized on sam.gov.

10 U.S.C. 2304(c)(1). Application for brand name description FAR 6.302-1(c).
The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the item(s) listed in Paragraph 3 of this document. The items listed in Paragraph
3 of this document are part of a configuration-controlled system, which involves construction of various parts that have been tested, and fully approved to fit with the items manufactured by
Midwest Motion Products Motors, Inc. (MMP) only. If another brand or motor were selected, the items would have to be approved through the engineering chain, drawings would have to be modified, sparing plans and logistics would have to be updated, manuals and procedures would have to be revised, all leading to additional unplanned costs and unacceptable project delay. It is in the Governments’ best interest to acquire the Midwest Motion Product, Inc. brand.
5. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b).
The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (such as considering price, special features, administrative costs) to meet the Government’s needs.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
For the reasons specified in paragraph 4 above, Midwest Motion Product, Inc. is the only brand that can meet the Government’s needs. This requirement will be synopsized in the government point of entry sam.gov.
7. Any other facts supporting the justification.
None.
8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
As stated in paragraph 4 above, Midwest Motion Product, Inc. is the only brand that can meet this requirement.
