About this file
This is a comprehensive Specification document for NIH Building 31B Landscape Water Intrusion remediation project (WR# C116635). The specifications detail the complete scope of work to address water infiltration issues through exterior landscape and subsurface construction, including selective demolition, cast-in-place concrete, masonry repairs, waterproofing, and associated site work.
The project requires removal and replacement of existing roofing and waterproofing on below-grade roof, walls, and foundation structures, along with installation of new foundation and subsurface drainage systems and surface drainage improvements. Key materials and systems specified include: cast-in-place concrete for exterior stairs and walls (ASTM C150 Type II Portland cement, Grade 60 reinforcing bars); replacement brick masonry with stainless steel ties matching existing coursing and mortar composition; cast stone coping; self-adhering SBS modified bitumen waterproofing membranes (Henry Blueskin WP200, 1.5mm thickness) with protection boards and drainage boards; hot fluid-applied rubberized asphalt waterproofing for plaza deck areas; sheet metal flashing; and joint sealants. The contract requires comprehensive quality control procedures including pre-construction testing of masonry prisms and cast stone specimens, mock-up approval, photo documentation, record drawings, and operation and maintenance manuals. The contractor must maintain a full-time Quality Control Manager with ACI certifications, conduct safety programs complying with EM 385-1-1, manage hazardous waste disposal, provide integrated pest management services, and implement environmental controls for dust and erosion during construction. Work restrictions include coordination with occupied NIH facilities, restricted working hours (6:30am-4:30pm Monday-Friday), security clearances for contractor personnel, and adherence to NIH security protocols for sensitive documents. The specifications incorporate extensive Division 01 general requirements covering project management, submittals, construction progress documentation, temporary facilities, and closeout procedures.
