About this file

This is a Justification and Approval document for a non-competitive procurement by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD).

The procurement seeks to award a Firm Fixed Price contract to acquire four Myco Trailers, LLC Model MG40XXXHTR trailers to support Unmanned Influence Surface Sweep (UISS) vessels. The trailers are hot-dipped galvanized triple-axle units with a 37,000-pound gross vehicle weight rating and 29,150-pound maximum capacity. Specifications include welded steel channel frames with 5th wheels, three 10,000-pound Dexter axles, seven 17.5-inch forged aluminum wheels with radial tires, hydraulic disc brakes with air/hydraulic actuation, 5,000-pound electric winches, 50,000-pound two-speed landing gear, bunk hull support systems with pressure-treated wood and UHMW-PE skids, submersible LED lighting systems, and lifting and tie-down provisions rated for 10,000 pounds each with safety factors of five. The trailers comply with Federal Motor Vehicle Safety Standards 49CFR393 and 49CFR571 and support internal air transport (IAT) capabilities for C-17 and C-5 aircraft, Roll-on Roll-off (RORO) maritime operations, and ramp launch/recovery on maximum 15-degree boat ramps.

The justification for brand-name-only procurement is based on UISS system compatibility requirements, extensive customization, and the need to avoid substantial engineering redesign, validation testing, and schedule delays that would result from using alternative manufacturers. NSWC PCD will compete this requirement among authorized resellers of Myco Trailers, LLC brand products under simplified acquisition procedures. The contract will be funded with FY26 Navy Operations and Maintenance (OMN) funds, and the procurement value falls below the $9 million simplified acquisition threshold.

4. Statutory Authority Permitting Other than Full and Open Competition.

Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. Authority: FAR 6.103-1(d), Application for brand-name descriptions.

5. Rationale Justifying Use of Cited Statutory Authority.

Pursuant to FAR 6.103-1(d), Myco Trailers, LLC. is the only brand of trailer that will meet the Government’s needs for the following reasons.

The Naval Surface Warfare Center Panama City Division (NSWC PCD) currently has a requirement for the four (4) trailers listed in Paragraph 3 of this document. The US Navy currently has the model trailer listed in Paragraph 3 fielded and in use with the UISS system. To maintain compatibility with the UISS approved transport and launch configuration, only this specified make, model, and part number can be used. The trailer has been engineered and validated to support the vessel’s weight distribution, hull interface points, and operational launch/recovery procedures. Use of an alternate or similar product would potentially introduce safety risks, would require additional engineering testing and certification, require new launch and recover procedure documentation, and create configuration management issues within the Navy’s logistics and maintenance systems.

As this is a highly customized trailer configuration specifically designed to interface with and transport the UISS, adoption of an alternative manufacturer's trailer would require significant engineering analysis and validation prior to being considered technically acceptable. The alternative trailer would have to be evaluated and, as necessary, redesigned to ensure compatibility with the UISS load distribution, hull support/interface points, fifth-wheel configuration, axle loading, vertical hitch loading, keel height, tie-down and lifting provisions, braking system, and other mission-specific requirements. It is estimated that this effort would require a large amount of engineering hours, including detailed design review, structural calculations, finite element analysis (FEA), design modifications, and engineering verification.

Following completion of the engineering effort, a prototype or production-representative trailer would require physical inspection and testing to verify that the final configuration satisfies all applicable Government requirements and demonstrated operational requirements, including applicable Federal Motor Vehicle Safety Standards and the requirements for internal air transport and Roll-on Roll-off (RORO) maritime operations. Additional testing would be required to validate structural integrity, load capacity, UISS interface compatibility, braking performance, tie-down/lifting provisions, and safe launch/recovery operations.

Based on the engineering design, fabrication, inspection, and testing sequence, use of an alternative trailer configuration is estimated to introduce an additional several months to the acquisition schedule. This additional effort would be required to establish and document technical suitability of a configuration that has not previously been validated for the UISS application. In contrast, the MYCO MG40XXXHTR configuration is an established configuration identified by the Government for this specific UISS trailer requirement, thereby avoiding the need to repeat the engineering design and validation process associated with developing an alternative configuration.

As such, the Government does not expect significant savings through obtaining alternate brands and does expect significant and unacceptable delays in finding and developing alternatives, ultimately negatively affecting this requirement. Therefore, it is in the Governments’ best interest to acquire only the Myco Trailers, LLC. items listed in Section 3 of this document.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

This commercial procurement is valued below the $9 million threshold; therefore, it is authorized to utilize Simplified Acquisition Procedures (SAP) for certain commercial products and services in accordance with FAR Subpart 12.201-1. While FAR 12.201-1(c) generally requires the Contracting Officer to promote competition to the maximum extent practicable, this requirement is being executed on a brand-name basis under the statutory authority of 41 U.S.C.

1901, as implemented by FAR 12.102(b), for the reasons specified in Section 5.

7. Determination of Fair and Reasonable Costs.

The Contracting Officer has determined the anticipated cost to the Government of the supplies covered by this J&A will be fair and reasonable based on expected competition which will ultimately determine price fairness.

8. Actions to Remove Barriers to Competition.

For the reasons set forth in Paragraph 5, NSWC PCD will compete this proposed requirement amongst authorized resellers of Myco Trailers, LLC brand trailers. The requiring activity expects to receive adequate competition on a brand name only basis through authorized resellers of the Myco Trailers, LLC brand products.
