About this file

This is a Brand Name Justification memorandum for a sole source rental contract issued by the Naval Surface Warfare Center Panama City Division (NSWC-PCD), Code 024, located in Panama City, Florida.

The Government seeks to rent power and HVAC equipment from United Rentals Power & HVAC to support equipment testing of diver propulsion devices for the fleet. The rental items include chillers, cables, tube heat exchangers, plumbing equipment, glycol drums, and related labor services such as assembly, heat exchanger cleaning, and equipment delivery and pickup charges. The total contract value is estimated above micro-purchase levels but not exceeding the simplified acquisition threshold of $350,000.00, and will be conducted using simplified acquisition procedures. The justification asserts that United Rentals Power & HVAC possesses unique expertise in providing equipment and expertise for chilling large volumes to support specialized equipment testing environments. The contracting officer determined that no other vendors have demonstrated the required expertise to quickly and efficiently create the necessary test environments, and that competition would result in unacceptable delays negatively impacting the requirement. Consequently, the Government determined that significant cost savings are not expected through competition and that sole source award to United Rentals Power & HVAC represents the best value and lowest overall cost alternative. No market research was conducted among schedule holders, and no synopsis will be posted on sam.gov given the estimated contract value exceeds $25,000.00.
