About this file

This is a Brand Name Justification document issued by the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) located in Panama City, Florida.

The document justifies a firm fixed price purchase order to acquire QuantiFit2 gas mask leak testers as commercial off-the-shelf (COTS) equipment. The specific items being procured include 20 Gas Mask Leakage Testers, 60 M50 Fit Test Mask Adapters, 35 Adapter Kits, 100 Adapter Plugs for Fit Testing, and one lot of QuantiFit2 Gold 5-Year Service support. The acquisition will be conducted using simplified acquisition procedures. The QuantiFit2 system uses Controlled Negative Pressure (CNP) fit test method technology to conduct Quantitative Fit Testing (QNFT) of M50/M51/M53/M53A1 masks and will replace the MK 46 Joint Service Mask Leakage Tester (JSMLT) or M41 Protective Assessment Test System (PATS). Competition is limited to authorized distributors of the QuantiFit2 Respirator System.

The justification is based on testing conducted by NSWC PCD and the U.S. Army Combat Capabilities Development Command, which verified that the QuantiFit2 achieves equivalent risk levels to the JSMLT and M41 PATS when sizing and fitting sailors. The Technical Warrant Holder approved the QuantiFit2 system as the only alternative permitted for Navy mask fit testing operations. The Contracting Officer has determined the order represents best value and results in the lowest overall cost to meet the Government's needs. No other system has been authorized as an alternative, and the requirement will be synopsized on SAM.gov.

Subj: BRAND NAME JUSTIFICATION TO ACQUIRE QUANTIFIT2 GAS MASK LEAK TESTER

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Brand Name Justification.”

This is a brand name justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001.

2. Nature and/or description of the action being approved.

This action will award a firm fixed price purchase order to acquire a QuantiFit2 gas mask leak tester. The QuantiFit2 is a commercial off the shelf (COTS) respirator fit test system that uses Controlled Negative Pressure (CNP) fit test method technology to conduct Quantitative Fit Testing (QNFT) of M50/M51/M53/M53A1 Masks in lieu of the MK 46 Joint Service Mask Leakage Tester (JSMLT) or M41 Protective Assessment Test System (PATS).

Competition is limited to authorized distributors of the QuantiFit2 Respirator System.

3. A description of the supplies or services required to meet the agency’s needs.

The following items and support are being acquired:

Item Item Qty

001 Gas Mask Leakage Tester 20 002 M50 Fit Test Mask Adapter 60 003 Adapter Kit 15 35 004 Adapter, Plug, Fit Testing 100 005 QuantiFit2 Gold 5-Year Service 1 Lot

This acquisition will be conducted using simplified acquisition procedures. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements.

4. Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. Authority: FAR 6.103-1(d), Application for brand-name descriptions.

Pursuant to FAR 6.103-1(d), the OHD QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs. Testing was conducted by NSWC PCD and U.S. Army Combat Capabilities Development Command, which evaluated the QuantiFit2 Respirator Fit Test System using CNP fit test method technology to verify that personnel achieve the required M50/M51/M53/M53A1 mask system protection factor performance when sized and fit using the QuantiFit2 and following the protocol developed by the manufacturer. The study found the QuantiFit2 had the equivalent level of risk in sizing and fitting a sailor as the JSMLT or M41 PATS. Based on this test data, the Technical Warrant Holder signed a letter permitting use of the QuantiFit2 system. No other system has been permitted to be used by the Navy as an alternative to the JSMLT or M41 PATS.

Additional testing confirmed the QuantiFit2 works well from a logistical and operations perspective. Therefore, it is imperative that this brand of gas mask leak tester system is acquired to support the Navy mask fit testing mission.

5. A determination by the ordering activity contracting officer that the order represents the best value, consistent with the commercial evaluation procedures in FAR 12.203.

The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government’s needs.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

For the reasons specified in paragraph 4 above, QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs. This requirement will be synopsized in the government point of entry SAM.gov.

7. Any other facts supporting the justification.

None

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

As stated in paragraph 4 above, QuantiFit2 is the only brand of gas mask leak tester that will meet the Government’s needs for this testing.
