NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) intends to a Sole Source contract to – for purposes found on the attached Sole Source Justification.

PSNS & IMF will use Other Than Full and Open Competition.

The authority for soliciting a single source under simplified acquisition procedures is found in FAR 6.302- 1 only one responsible source and no other supplies or services will satisfy agency requirements. The FAR states in (2) When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. Continuing under (iii), For DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency’s requirements.

The proposed contract action is Sole Source only.

In accordance with FAR 5.102, the required justification documentation is attached. Some information will be subject to controls as described in paragraph (a)(4) , which states that when an agency determines that a solicitation contains information that requires additional controls to monitor access and distribution (e.g., technical data, specifications, maps, building designs, schedules, etc.), the information shall be made available through the enhanced controls of the GPE, unless an exception in paragraph (a)(5) of this section applies. The GPE meets the synopsis and advertising requirements of this part.

This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming.

Interested parties may identify their interest and submit product information in response to this notice by 11 pm Pacific Standard Time, 18 June, 2021. via email to .

A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

This notice of intent is not a request for competitive proposals. However, all proposals received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
