Request for Quote

This is a request for quote for commercial items, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation # N4523A22Q1341 is being issued for a firm fixed price single award commercial contract, for rental of a portable, air powered, outer-diameter (OD)-mounted single-point flange facing milling machine.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06, dated 01 May 2022.

This requirement is being solicited as full and open without exclusions and awarded as a firm fixed price contract to the contractor that can provide service that is most advantageous to the Government at the lowest price.

The North American Industry Classification System (NAICS) code for this work is 532490 (Other commercial Industrial Machinery and Equipment Rental and Leasing), with a Business Size Standard of $35,000,000. The Product Service Code Class is W034 (Lease or Rental of Equipment- Metalworking Machinery).

The contract line item numbers (CLIN) consist of the following:

Vendors shall complete this pricing structure, section in its entirety and return with any other documentation, attachments or data as required by this solicitation. Failure to furnish pricing in this pricing structure may result in submissions not being considered for award.

CLIN 0001: Flange Face Milling Machine, FFP

Description: Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, and supervision and non-personal services necessary to provide leasing of a portable, air powered, outer-diameter (OD)-mounted single-point flange facing milling machine with the optional extended mounting feet for use on work pieces with specified measurements identified in Performance Work Statement paragraphs 2.1 and 2.2 (attachment 1).

This is a non-personnel services contract to provide portable, air powered, outer-diameter (OD)-mounted single-point flange facing milling machine with the optional extended mounting feet. The Government shall not exercise any supervision or control over the contract service providers performing the services herein.

Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. A full description of all requirements associated with this contract action are provided in the Performance Work Statement (PWS) incorporated in this Request for Quote (RFQ).

Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to a provide a portable, air powered, outer-diameter (OD)-mounted single-point flange facing milling machine for use on work pieces with an OD of 49.2 – 60.5 in. (1250 – 1537 mm) and 39.2 – 60.5 in. (996 – 1537 mm) with the optional extended mounting feet; and a portable, air powered, outer-diameter (OD)-mounted single-point flange facing machine for use on work pieces with an OD of 39.1–50.5" (993–1.283 mm) and 29.1–40.0" (739–1016mm) with the optional extended mounting feet .

Place of Performance: Machine shall be delivered to Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) Bremerton, WA.

The Estimated Period of Performance: 13 JUNE 2022 to 11 JULY 2022

52.204-17 OWNERSHIP OR CONTROL OF OFFEROR (AUG 2020)

(a) Definitions. As used in this provision–

Commercial and Government Entity (CAGE) code means–

(1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity by unique location; or

(2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code.

Highest-level owner means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
