PERFORMANCE WORK STATEMENT

Ship/Activity: RTC CVN 71 Title: Facing Machine Lease SPS-48 and SPS-49 Place of Performance: Puget Sound Naval Shipyard, Bremerton WA 98314 Period of Performance: 06-13-2022 – 07-11-2022

1. BACKGROUND: Machining of AN/SPS-48 Antenna Foundation and of AN/SPS-49 is required to be performed by PSNS in Bremerton Washington.

2. SCOPE:

2.1 Facing/milling machine is required for milling flat the Foundation for AN/SPS-48 Antenna on CVN 71 under Project RTC. The following are the requirements for job:

2.1.1 Portable, air powered, outer-diameter (OD)-mounted single-point flange facing machine for use on work pieces with an OD of 49.2 – 60.5 in. (1250 – 1537 mm) and 39.2

– 60.5 in. (996 – 1537 mm) with the optional extended mounting feet.

2.1.2 Capable of performing Bridge radial axis travel for 13.9" (353 mm) of travel from outer OD to inside diameter.

2.1.3 Support an Automatic feed during operation. Support four feed trippers to actuate the adjustable feed unit for increase in accuracy and speed. The feed adjustments from .001– .032" per revolution and used on either axis.

2.1.4 Jacking foot assemblies for OD mounting. Note: Leveling jacking feet have adjustable jaws and work with the setup fingers to level the machine.

2.1.5 Capable of back facing for machining.

2.2 Facing/milling machine is required for milling flat the Foundation for AN/SPS‐49 Antenna on CVN 71 under Project RTC. The following are the requirements for job:

2.2.1 Portable, air powered, outer‐diameter (OD)‐mounted single‐point flange facing machine for use on work pieces with an OD of 39.1–50.5" (993–1.283 mm) and29.1–40.0" (739–1016mm) with the optional extended mounting feet.

2.2.2 Capable of performing Bridge radial axis travel for 13.9" (353 mm) of travel from outer OD to inside diameter.

2.2.3 Support an Automatic feed during operation. Support four feed trippers to actuate the adjustable feed unit for increase in accuracy and speed. The feed adjustments from .001– .032" per revolution and used on either axis.

2.2.4 Jacking foot assemblies for OD mounting. Note: Leveling jacking feet have adjustable jaws and work with the setup fingers to level the machine.

2.2.5 Capable of back facing for machining.

3. DELIVERABLE ITEMS: Facing machine shipped to PSNS&IMF, 1400 N Farragut Ave, Bremerton, WA 98314-5001. CVN/71 project (POC Michael Faulk, Project Material Manager).

Facing Machine will be stored and operated S/38 licensed personnel (POC Shannon Schneider, Mechanical/ALRE Supervisor) for machining SPS-48 Foundation.

5. QUALITY ASSURANCE REQUIREMENTS:

PSNS&IMF –or- Contractor is responsible for quality assurance.

6. SECURITY REQUIREMENTS: N/A

7. TRAVEL REQUIREMENTS: NONE

9. OTHER CONSIDERATIONS:

9.1. Technical Clarifications: All technical clarifications shall be coordinated through the GSO and Technical Subject Matter Experts.

9.2. Lay-down and Utilities Requirements: Vendor to coordinate with the GSO and Project Subject Engineer for delivery(s) of parts to USS Theodore Roosevelt (CVN-71) designated lay-down area.

9.3. POC Clarification: Government Technical Point of Contact is the primary point of contact is charge of reporting equipment status and receipt inspection.

QUALITY ASSURANCE SURVEILLANCE PLAN

Purpose: To ensure that the Government has an effective and systematic method of surveillance for the services in the SOW. The QASP will be used primarily as a tool to verify that the contractor is performing all services and delivery/installation of replacement parts required by the SOW in a timely, accurate and complete fashion.

Performance Measurement: Performance will be measured in accordance with the following table:

"The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Speed Facer ODF50 Rental via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil.

Reporting inputs will be for the labor executed during the period of performance during each Governmental fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than Oct 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at:

AQL = Acceptable Quality Level

If performance is within acceptable levels, it will be considered to be satisfactory. If not, overall performance may be considered unsatisfactory.
