Evaluation Factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforms to the solicitation and is determined to be the Lowest Price Technically Acceptable (LPTA). Technical factors will be evaluated on an acceptable/unacceptable basis. Only those quotations determined
Technically Acceptable will be evaluated for price. Award will be made to the lowest-priced offeror whose quotation is rated Technically Acceptable and who is determined responsible. The following factors will be used to evaluate offers:
Factor 1 – Technical Acceptability (Pass/Fail)
The Government will evaluate the offeror’s Technical Information to determine whether it clearly demonstrates the capability to meet all requirements of the Performance Work
Statement (PWS). Technical acceptability is determined when an offer clearly demonstrates the offeror’s ability to meet all requirements of the Performance Work
Statement (PWS) and solicitation. An offer is determined to be unacceptable when the offer omits required technical information; demonstrates an inability to meet any PWS requirement; takes exception to any material requirement of the solicitation or
Performance Work Statement (PWS); fails to demonstrate access to required equipment/materials; or is otherwise determined to be non-compliant with the PWS.
Technical acceptability will be evaluated against the following subfactors, all of which must be rated Acceptable for the overall factor to be Acceptable:
Subfactor 1A – Technical Approach
The Government will evaluate the offeror’s proposed approach for performing all well screen repair and replacement activities described in the PWS. The offeror shall provide a concise narrative describing the approach for performing all tasks identified in the PWS. At a minimum, the technical approach shall address:
• Well Access and Mobilization
Approach for accessing the remote worksite, transporting equipment, and staging materials.
• Removal and Extraction Procedures
Methods for safe and controlled removal of the damaged screen and associated components.
• Inspection and Preparation
Procedures for evaluating the condition of the well casing, seating surfaces, and structural components prior to installation.
• Installation of Replacement Well Screen
Step-by-step methodology for installing the new screen, including alignment, couplings (e.g., dielectric couplers), torque specifications, and verification measures.
• Quality Control Processes
Measures ensuring conformance with PWS requirements, including dimensional checks, installation verification, and performance confirmation.
• Safety and Compliance
Safety controls and compliance with OSHA, Reclamation Safety and Health
Standards (RSHS), and project-specific access protocols.
• Reporting and Documentation
Required field reports, inspection results, installation certifications, and close-out documentation in accordance with the PWS.
To be rated Acceptable, the submission must demonstrate:
• A clear, complete, and feasible method for removing the existing well screen and associated components.
• Procedures for conducting casing and structural inspections.
• A defined, technically sound process for installing the replacement well screen, including alignment, couplings, and verification steps.
• Appropriate quality control measures to ensure compliance with PWS requirements.
• A performance schedule that accounts for site access conditions and coordination requirements with Reclamation personnel.
Subfactor 1B – Key Personnel and Staffing Plan
The Government will evaluate whether the offeror identifies qualified and sufficient personnel to perform all work requirements. To be rated Acceptable, the submission must include:
• Identification of key personnel, to include resumés (e.g., well rehabilitation specialists, field supervisor, equipment operators, etc.).
• Evidence of relevant certifications, training, and experience.
• A staffing plan demonstrating sufficient labor resources to complete the project within the required schedule.
Subfactor 1C – Equipment, Tools, and Materials

• Include materials and components required for the replacement screen
(such as stainless-steel screen, dielectric coupler, and required fittings).
• Demonstrate that the offeror has (or can obtain) all equipment needed to safely access and operate in remote or unimproved terrain.
Subfactor 1D – Past Experience
The Government will evaluate whether the offeror demonstrates successful performance of at least two relevant well rehabilitation or similar subsurface mechanical repair work within the past five (5) years. To be rated Acceptable, each project submitted must include:
• Customer name and point of contact
• Contract number and dollar value
• Period of performance
• Clear description of work performed, including complexity and relevance to the current requirement
Factor 2 – Price
Price will be evaluated for:
• Completeness of related CLIN
• Balance— Materially unbalanced pricing may render a quotation unacceptable.
• Reasonableness in accordance with FAR 13.106
Quoted prices must be Firm‑Fixed‑Price (FFP) and inclusive of all labor, equipment, materials, transportation, supervision, overhead, and profit required to complete the work.
Only those quotations rated Technically Acceptable under Factor 1 will be evaluated for price. Among those, award will be made to the offeror submitting the lowest total evaluated price and determined responsible under FAR 9.104.
Notice of award
A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Responsibility Determination
Prior to award, the apparent successful offeror must be determined responsible under
FAR Subpart 9.1. The Government will verify SAM registration status and exclusions and may review other responsibility information available to the Government.
