About this file

This is a Statement of Work for contract 140R2026Q0030 describing radio upgrades for the Bureau of Reclamation's Data Collection Platform (DCP) systems. The project requires upgrading 15 H-522 Data Control Platforms from Design Analysis H-522 (Certification Standard 1) to H-522P-V2 (Certification Standard 2) satellite radios to comply with NOAA requirements by May 31, 2026. The equipment upgrades are necessary because NOAA will cease demodulating Certification Standard 1 transmitters after the deadline, placing non-compliant operators outside the legal framework for GOES DCS access. The existing Xylem Analytics YSI H-522+ DCPs are functional but require internal radio component replacement with YSI-T satellite radios to maintain compliance with Water Rights Order 90-5, Long-Term Operations mandates, and related Memorandums of Understanding.

The contractor must complete five sequential tasks over a six-month period from contract award, processing DCPs in batches of three to four units at a time. Each task requires retrofitting dataloggers with new YSIT GOES Radios, providing repair estimates for Reclamation approval, performing approved repairs to ensure functionality, and transporting completed batches back to the Northern California Area Office in a timely manner. The contractor shall provide all parts, labor, special tools, and safety equipment for upgrades and repairs. The government will award a firm fixed-price contract conditioned on pricing not exceeding maximum line-item or total prices in the schedule. Work performance is expected to occur at the contractor's facility, with deliverable milestones scheduled monthly from award date plus one month through award date plus five months. The work must be inspected and certified as compliant with NOAA's Certification Standard 2 by USBR's Contracting Officer's Representative and subject matter expert upon completion.

140R2026Q0030 DCS DCP Radio Upgrades

Attachment 1

STATEMENT OF WORK

Data Collection System Data Control Platform Radio Upgrade

1.0 Scope:

Purchase of 15 Data Control Platforms (DCP) upgrades (National Environmental Satellite, Data, and Information Service – NESDIS – Geo-Stationary Operational Environmental Satellite Data

Collection System) site satellite radios from Design Analysis H-522 (Certification Standard 1) to

H-522P-V2 (Certification Standard 2) to meet the requirement to transition to the new standard/updated transmitters by May 31, 2026.

2.0 Background:

NESDIS Geo-Stationary Operational Environmental Satellite (GOES) Data Collection Systems

(DCS) are used to transmit data from Continuous Monitoring Sites (CMS). The Design Analysis

H-522+ DCP is manufactured by Xylem Analytics and is designed to integrate seamlessly with the Xylem Analytics YSI EXO Water Quality sondes to collect, store, and transmit water quality data. This combination of field equipment allows the Bureau of Reclamation’s (USBR) Northern

California Area Office (NCAO) to provide effective and efficient delivery of information, and to comply with requirements in Water Rights Order 90-5 (WRO 90-5, SWRCB 1990), the Long-

Term Operations of the Central Valley Project and State Water Project (LTO) (USBR 2024), and the Memorandum of Understanding Among State Resources Control Board, US Water and Power

Resources Group and Department of Fish and Game to Implement Actions to Protect the

Sacramento River System from Heavy Metal Pollution from Spring Creek and Adjacent

Watersheds (MOU) (SRCB, USBR, CDFW 1980).

USBR relies upon the DCPs to transmit data for compliance. USBR has up to 15 DCPs that would be upgraded because of USBR’s reliance on the DCPs for continued work, USBR intends to send the DCPs in batches of three or four (3 or 4) at a time, which will require rapid upgrade/repair and return to USBR for USBR to send the next batch.

2.1 Justification of DCP Upgrade

H-522P-V2 (Certification Standard 2) transmitters are certified to a new standard. At this point, no Certification Standard 1 transmitters should be deployed or re-deployed to the field, and by

May 31, 2026, all Certification Standard 1 transmitters should have been replaced with

Certification Standard 2 transmitters (NOAA GOES 2025). There is no waiver, and National

Oceanic and Atmospheric Administration (NOAA) will cease demodulating Certification

Standard 1. Operators that continue to use Certification Standard 1 will be outside the legal framework for GOES DCS access (Dronen 2024). The equipment (DCPs) currently being used is functional and satisfactory, but the radio component is required to be updated for us to transmit the data and comply with WRO 90-5, LTO and MOU. The radio is an internal component of the

DCPs and requires the contractor to replace and install with the updated radio transmitter. The existing Xylem Analytics YSI H-522+ DCPs can only be integrated internally with the YSI-T satellite radios.

3.0 Tasks:

The principal scope of work to be performed by the service provider will consist of the following

Tasks.

Task 1 – Upgrade the first batch of three to four (3 to 4) H-522 DCPs and repair

• Task 1a - Retrofit three to four (3 to 4) H-522 Dataloggers with new YSIT GOES Radio to the new specification, H-522P-V2. The contractor shall provide the parts and labor, special tools, and safety equipment.

• Task 1b - Provide an estimate to Reclamation of necessary repairs for the DCPs to be functional for review and approval by Reclamation prior to repairs being made.

• Task 1c– Upon Reclamation approval, repair the DCPs to the agreed upon repairs so the

DCPs are functional. The contractor shall provide the parts and labor, including any special tools and safety equipment.

• Task 1d - Return the batch of DCPs to NCAO in a timely manner to allow for the rapid deployment of the next batch of DCPs to be upgraded and repaired. The contractor shall supply the cost of transport of the DCPs back to Reclamation when upgrades/repairs are completed for each batch.

Task 2 – Upgrade next three to four (3 to 4) H-522 DCPs and repair

• Task 2a - Retrofit three to four (3 to 4) H-522 Dataloggers with new YSIT GOES Radio to the new specification, H-522P-V2. The contractor shall provide the parts and labor, special tools, and safety equipment.

• Task 2b – Provide an estimate to Reclamation of necessary repairs for the DCPs to be functional for review and approval by Reclamation prior to repairs being made.

• Task 2c– Upon Reclamation approval, repair the DCPs to the agreed upon repairs so the

DCPs are functional. The contractor shall provide the parts and labor, including any special tools and safety equipment.

• Task 2d - Return the batch of DCPs to NCAO in a timely manner to allow for the rapid deployment of the next batch of DCPs to be upgraded (and repaired as per Task 1).
